Notice of Construction: Cast Iron Watermain Reconstruction – Caledonia (May – August 2021)

Engineering Services wishes to advise you that construction is scheduled to commence on this project in May in Caledonia. It is anticipated that work will be completed by the end of August. Streets will remain open daily during this project for local traffic only however access may be slow due to construction activities.

The work will involve replacing watermains along Queen Avenue, Blair Street, Park Lane and Cameron Street as noted above and then completing surface repairs including replacing existing substandard sidewalks and re-paving the roadway. There may be temporary water disruptions however the County will provide notice to affected residents in advance of any planned shut off.

Residents will have access to their driveways during the project however access may be restricted temporarily to complete certain components of the construction such as concrete sidewalk, curb work and driveway apron restoration. Advanced notice will be provided to any residents affected by these driveway access disruptions so that alternate parking and access can be arranged.

Staff understand that construction may cause temporary headaches to residents and business owners and ask that all affected individuals remain patient. The end goal of all construction work is to enhance our neighbourhoods and communities and the County is committed to minimizing disruption by communicating construction information in a timely manner and responding to resident needs/concerns. Federal Gas Tax Fund infrastructure improvements on Canal Rd, Downey Rd & Moote Roote expected to be complete by October 2021

The federal Gas Tax Fund (GTF) is a permanent source of funding provided up front, twice-a-year, to provinces and territories, who in turn flow this funding to their municipalities to support local infrastructure priorities. Municipalities can pool, bank and borrow against this funding, providing significant financial flexibility.

The federal Gas Tax Fund delivers over $2 billion every year to 3600 communities across the country. In recent years the funding has supported approximately 4000 projects each year.

Thanks to the GTF, three community infrastructure projects are fully funded and expected to be complete by October 2021. These projects include:

1) Canal Road – Mumby to North Shore – $100,000
– Asphalt resurfacing and drainage improvements
– New line painting and traffic signage

2) Downey Road – Rymer to End – $280,000
     – Asphalt resurfacing and drainage improvements
– New entrance culverts
– New line painting and traffic signage

3) Moote Road – HC Road 63 to Stringer – $475,000
– Asphalt resurfacing and drainage improvements
– Road stabilization
– New line painting and traffic signage

Notice of Granular Road Conversion Project: April – October 2021

Haldimand County, Engineering Services Division wishes to inform you that the Granular Road Conversion project is scheduled to commence shortly and be completed by October 31, 2021 weather permitting. Roads scheduled to be converted are shown on the attached map highlighted in red.

Residents can expect temporary road closures during this project, however, access to your property will be maintained at all times. If any driveway restrictions are anticipated, the contractor will contact individual home owners in advance to discuss a temporary solution.

The work will involve replacing curbs, sidewalks, driveway aprons and resurfacing of the road. Residents will have access to their driveways during all phases of the project however access may be restricted temporarily to complete certain components of the construction such as concrete sidewalk, curb work and driveway apron restoration. Advanced notice will be provided to any residents affected by these driveway access disruptions so that alternate parking and access can be arranged.

Staff understand that construction may cause temporary headaches to residents and business owners and ask that all affected individuals remain patient. The work will involve repairing sidewalks, curbs and select driveway aprons as well as manhole/valve adjustments and restoration along Broad Street East.

Notice of Construction: Argyle Street North from Domtar Road to Grand Trunk Lane (April 2021 – Summer 2021)

The Project: Empire Communities is upgrading the existing sewer system on Argyle Street North between Domtar Road to Grand Trunk Lane as part of the future Caledonia Gateway and Georgia Pacific developments.

Work Hours: The project will begin in April of 2021 and is expected to last into the Summer.  Work hours will generally be from 7 a.m.to 7 p.m., Monday to Friday, with occasional work after hours and on weekends.

Traffic Management: Construction will mainly be performed within the Argyle Street North north-bound lane. Traffic will be limited to one-lane in each direction for the duration of the project. The exception will be during the final stages of the underground work, at the south side of the rail tracks, where Argyle Street will be required to be limited to one lane of traffic. Efforts will be made to manage traffic for the safety of workers, road users and residents. Road users should expect delays.

Driveway Access: The contractor will notify you 24 hours in advance of any temporary restrictions to your driveway access. If your property has two entrances, one entrance will be kept open at all times.

Restoration: The construction work area will be restored to its initial condition with sod and/or asphalt . Interlocking bricks, flagstone on a granular base, or other similar features that are removed from public and private property during construction will be replaced. Lawn seeding and/or laying of sod will be completed during ideal growing seasons only.

You may experience dust, noise and other inconveniences. The contractor and the County will make efforts to reduce the impacts. We appreciate your patience.

IMPORTANT INFORMATION ABOUT COVID-19 AND CONSTRUCTION WORK

Notice of Construction: Jarvis to Townsend Sanitary Forcemain (Jan – Aug)

Construction is planned for the Jarvis to Townsend Sanitary Forcemain in Jarvis and Townsend. The work will involve installation of a sanitary forcemain pipe by low impact, underground directional drilling construction.

Work will continue from January until August 2021, weather permitting. Construction will commence in the rural road allowances, Concession 7 Walpole and Townline Road during the cold weather and move into Jarvis, Talbot Street W. in April.  View the construction area map.

The end goal of this construction work is to utilize existing wastewater storage capacity in Townsend.  The County is committed to minimizing disruption by communicating construction information in a timely manner and responding to resident needs/concerns.

Information for residents affected by the October 31, 2019 storm

On November 4, Haldimand County Council passed a resolution requesting that the Ministry of Municipal Affairs & Housing activate the Disaster Recovery Assistance Program (DRAO) to assist permanent homeowners with the costs of cleaning, repairing and replacing essential property.

On Thursday, November 7, the Provincial Disaster Assessment Team visited Haldimand County to tour affected areas and collect information related to property damage caused by the October 31 storm. This information has been submitted to the Province for consideration. Ultimately, the decision to activate the DRAO program rests with the Ministry of Municipal Affairs & Housing.

Homeowners whose primary residence was affected by the storm are encouraged to read the DRAO funding guidelines/eligibility criteria to see if they qualify, however, applications CANNOT be submitted until the program is activated.

Notice of Passing: Comprehensive Zoning By-Law (No. HC 1-2020)

TAKE NOTICE that the Council of Haldimand County passed By-law No. HC 1-2020 on the 23 day of November, 2020, pursuant to Section 34 of the Planning Act, which affects land in your area.

AND TAKE NOTICE that public comments were received and reviewed as part of the decision.

AND TAKE NOTICE that any person or agency may appeal to the Local Planning Appeal Tribunal in respect of the by-law by filing with the Clerk of Haldimand County not later than the 14 day of December, 2020, a notice of appeal.

The appeal should be sent to the attention of the Clerk (see below) and it must:

  1. Set out the specific part of the proposed zoning by-law to which the appeal applies:
  2. Set out the reasons for the request for the appeal; and
  3. Be accompanied by the fee prescribed under the Local Planning Appeal Tribunal in the amount of $1,100.00 (cheque or money order) payable to the Minister of Finance, Province of Ontario
  4. Include the required completed appeal form

The required appeal forms are available on the LPAT website under elto.gov.on.ca.  These appeal forms are also available at the Cayuga Administration Building.

Only individuals, corporations and public bodies may appeal a zoning by-law to the Local Planning Appeal Tribunal.  A notice of appeal may not be filed by an unincorporated association or group.  However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to Haldimand County before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

An explanation of the purpose and effect of the by-law, describing the lands to which the by-law applies, and a key map showing the location of the lands to which the by-law applies (or, alternatively, an explanation as to why a key map is not provided) are attached.
