In August 2022, Haldimand County initiated an Addendum to Extend the Nanticoke Water Treatment Environmental Study Report.

Previously in 2006, Haldimand County completed a Schedule ‘C’ Municipal Class Environmental Assessment (MCEA) Study for the expansion of the Nanticoke Water Treatment Plant. The study was undertaken to identify solutions to address long-term water treatment needs.

The 2006 Environmental Study Report is now beyond the 10-year validity as set out in the Environmental Assessment Act. Due to the lapse in time since filing of the 2006 Environmental Study Report (ESR), Haldimand County has completed an Addendum to extend the ESR. The purpose of this Addendum to Extend the Environmental Study Report is to re-evaluate the findings of the 2006 Municipal Class Environmental Assessment under the current regulatory, social, and environmental landscapes to ensure that the findings are still valid.

The Addendum was completed in accordance with the MCEA process, which is approved under the Ontario Environmental Assessment Act

Stakeholders should note that a separate but related Notice of Study Commencement was issued by Norfolk County for the “Simcoe-Townsend Water Supply System Municipal Class EA”. The Simcoe-Townsend study being completed by Norfolk will implement an approximately 20 km length transmission water main that connects Simcoe to the Townsend Water Supply System, to secure water supply from the Nanticoke Water Treatment Plant. Interested parties are referred to Norfolk’s project webpage for a detailed description of that work. If comments pertain to both studies, please reach out to both study teams.

Consultants and Methodology

J.L. Richards and Associates Ltd. was retained by Haldimand County to lead the Addendum. The Addendum was undertaken in accordance with the planning and design process for Schedule ‘C’ MCEAs.

The MCEA process requires the preparation of an Addendum to the ESR after a 10-year period occurs between filing of the ESR and commencement of construction. This Addendum involves a review of the planning and design process and setting to ensure that the project remains valid given the current planning context.

Addendum

The preferred alternative, as outlined in the 2006 ESR, included the expansion of the Interim Treatment Plant through the construction of a 100 MLD (megaliter per day) water treatment facility expansion complete with flash mixing, flocculation, clarification, filtration, advanced oxidation, chlorine disinfection with post chlorination and chloroamination, and WTP residuals sludge thickening systems. The 2006 ESR also recommended that the ITP be repurposed for residuals management, if required. The ITP has been upgraded since 2006, however these changes do not impact the recommendations of the 2006 ESR. Therefore, no design modifications were made as part of this Addendum process.

The completed Addendum proposes no changes to the preferred water treatment plant expansion concept as identified in the 2006 ESR. As part of this report, studies of the area’s archeology, cultural heritage, and ecology were undertaken. Mitigation measure have been updated based on the findings of these studies and current standards.

The Addendum was completed in accordance with the MCEA process, which is approved under the Ontario Environmental Assessment Act.

Next Steps

The ESR Addendum included a lapse of time review, to confirm the proposed project and that the environmental mitigation measures proposed are valid. By this notice, the Report is being placed on public record for a 30-day review period. Interested persons may provide written comments to our project team by April 15, 2023.

Where a change is being proposed to the undertaking in the Environmental Study Report, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e., requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. For further information, see Section 16 Order Request.

The proponent, Haldimand County, must wait a minimum of 30-days following the end of the comment period (including any extension) before proceeding with the implementation and construction of the project, subject to a section 16 order request being submitted, the minister making an order or the director issuing a Notice of Proposed Order.

The Addendum included a public engagement and consultation program with a variety of outreach to applicable groups and seeking input from interested parties, individuals, businesses, and groups in Haldimand County.
