Study overview
The study is being led by a consultant team of Watson and Associates Economists Ltd., WSP Canada Group Limited, and GM BluePlan Engineering.
The key objectives of the North Caledonia Employment Lands Feasibility and Servicing Study are:
- To continue to promote economic development within Haldimand County by ensuring there is an adequate supply of serviced and developable lands to attract target employment sectors and businesses.
- To provide direction on the type of industry and employment which should be attracted to the location.
- To produce a plan for how these lands should be serviced and financed.

Public engagement
In addition to the general public, the study includes consultation and engagement with a number of applicable groups including the Business Development and Planning Advisory Committee, the Agricultural Advisory Committee, landowners within the study area, Six Nations of the Grand River, and Mississaugas of the Credit First Nation.
Upcoming meetings
A meeting is planned on November 12th, 2025 from 6:00-8:00 pm for the property owners located within the North Caledonia Employment Lands study area. Please be advised that the format of this meeting has been recently updated and will be only offered as a virtual meeting exclusively for those that own property within the study area. This meeting is intended to encourage conversation between Haldimand County staff, the consultant (WSP), and the property owners for the purpose of reviewing the proposed planning framework, exploring how stakeholders can work collaboratively on technical studies and servicing plans, and to discuss opportunities to work together on marketing the lands, including future partnerships. This land use vision, servicing concepts and marketing framework previously proceeded through a multi-year study and public engagement process, with approvals being granted by Haldimand County Council in June 2025.
