This is a permanent full-time role at Haldimand County, with an hourly compensation range of $26.840 to $31.071.


The Opportunity

Join us as a Tax Clerk and play a key role in managing property tax revenues and accounts receivable. You’ll handle inquiries, support financial record keeping, and assist with journal entries, reconciliations, and account analysis.

As the Tax Clerk, you will also provide superb customer service to the community, and answer inquiries related to accounts payable and tax inquiries.

Location: Cayuga, ON (Haldimand County Administration Building)

Position Summary

The incumbent will undertake a variety of duties relative to the generation and receipt of revenues through property taxes and other fees and charges. They will respond to inquiries concerning Property Taxes and Accounts Receivable. Additionally, they will assist in the preparation of journal entries, account analysis, reconciliation and working papers. 

Qualifications, Knowledge, and Skills

Education

  • Grade 12 or equivalent plus an additional program of up to one year

Experience

  • Over one year, up to and including two years previous related experience and orientation, training & adjustment to the job itself
  • Or equivalent to the above.

Knowledge/Skills

  • Good reading, understanding, writing and mathematical skills are required for this position.
  • Good customer service / public relations skills required along with proven ability to deal effectively with ratepayers, Regional Assessment Office, legal profession, etc.
  • Ability to de-escalate negative customer interactions and resolve conflicts
  • Strong judgement skills and discretion to ensure proper release of information in alignment with privacy legislation,
  • Ability to handle multiple priorities and meet deadlines with high attention to detail
  • A valid Driver’s licence
  • Technology Aptitude
    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint)
    • Proven ability to use desktop or department / division specific software packages on their own or combine information from different software packages to get the desired result
    • Solid understanding of the software to enable the incumbent to know the best tool to do the job efficiently.
    • Knowledge to utilize software to develop quality reports, professional looking presentations, publications and/or to develop complex spreadsheets for analysis or presentation of data (including use of formulae)

Responsibilities

The incumbent is responsible for, but not limited to:

Functional

  • Processing Taxes
    • Assist with tax billing process and issuing reminder notices
    • Process tax account adjustments
    • Process tax certificates and other related tax duties.
    • Process tax payments including posting of same
    • Assist with setting up Preauthorized Payments for property taxes
    • Assist with Tax Sale Process
    • Answer, advise, assist, analyze tax inquiries received from lawyers, ratepayers and Haldimand staff using strong judgement skills and discretion to ensure proper release of information
    • Process name, address and legal changes on tax accounts that are received from MPAC
    • Process and monitor property assessment base information received from Assessment Review Board
  • Recordkeeping & Reports
    • Assist in depositing daily receipts at local branch of Haldimand County’s bank
    • File information in both hard copy and electronically to ensure it is available and current
    • Set up new accounts/files, record and catalogue files for central filing / retention
    • Prepare change documents to be sent to MPAC to ensure that property status information is current and correct
    • Assist with Accounts Receivable billing and collection
    • Perform a variety of accounting tasks such as preparing journal entries, account analysis, reconciliations and working papers
    • Provide input into the development of appropriate Accounting Services policies and procedures / forms
  • Back-Up
    • Provide back up to Accounts Receivable Clerk & Customer Service Representative, as required.
    • Provide customer service at the front counter as required
    • Undertake projects / tasks as assigned from time to time.

Position Requirement(s)

  • A current police check (LE 219 or Equivalent) from within the last 6 months

Working Conditions

  • Business Hours: Monday-Friday (8:30am - 4:30pm)
