The Opportunity
As the Supervisor, Roads Operations, you will lead and coordinate daily roads maintenance and operational programs while working closely with the Manager and fellow supervisors to achieve divisional goals. You will oversee scheduling, inspections, preventative maintenance, seasonal operations, and documentation to ensure compliance with legislative requirements, technical standards, and Council-approved service levels. You will also play a key role in communicating and collaborating with residents, contractors, and internal teams to support safe, efficient, and reliable road operations.

Position Summary
Under the guidance and direction of the Manager of Roads Operations, while working closely with peers, the Supervisor, Roads Operations will achieve a common and cohesive approach to the divisional objectives and will schedule, coordinate, and supervise the work programs. This role ensures that preventative maintenance, inspections, operational and seasonal activities are current, fully documented, scheduled and recorded to achieve legislated requirements, technical standards, and meet the council approved levels of service. Effective communication will be essential as this role liaises and participates in discussions with the general public, contractors, and peers.
Qualifications, Knowledge, and Skills
Education
- Current standing with the Association of Ontario Roads Supervisors as a Certified Road Supervisor (CRS).
- Successful completion of courses required to achieve designation of Certified Road Supervisor – Intermediate (CRS-I).
- Incumbents will be expected to successfully complete the required courses within an identified time frame as a condition of employment.
- Community College Diploma in Civil Engineering Technology, or a related discipline is preferred.
Experience
- Over 2 years, up to and including 3 years of current related experience in municipal roads operations, public works or a related infrastructure maintenance environment, including exposure to road maintenance, winter operations, traffic control, construction activities and infrastructure asset management.
- Special consideration will be given to applicants with 5 years of progressively responsible technical and supervisory experience in municipal roads operations, public works or a related infrastructure maintenance environment, including staff supervision, work planning, resource allocation and operational oversight.
Knowledge/Skills
- Good understanding of municipal government, its operations, services, regulations and legislation that affects the divisional responsibilities.
- Sound understanding of legislation, and regulations relative to the area of responsibility.
- Good knowledge of business processes and financial management methods to assist with the development of Division and Unit goals and objectives; to assist with the development of Division budgets; to work within approved budgets; and to recommend and/or take appropriate action to maintain sound financial positions.
- Valid Ontario Driver’s license and access to a reliable vehicle.
- Excellent verbal and written communication skills with the ability to report, explain, provide clarification, and persuade to gain approval.
- Demonstrated initiative, and ability to make decisions involving multiple routine tasks, affecting department level.
- Demonstrated ability to work independently with complex tasks requiring some supervision.
- Proven ability to influence financial decisions, including authorizing discretionary expenditures.
- Demonstrated analytical and problem-solving skills involving occasional ingenuity, and minor refinement of procedures when necessary.
- Demonstrated capability to supervise and coordinate functional groups.
- Organizational skills with considerable attention to detail to avoid errors and ability to meet deadlines.
- Excellent interpersonal skills including the ability to work effectively in a team environment and guide interdisciplinary team-based discussions to increase staff morale, team building, collaboration, and community pride, including managing conflict and emergencies using tact, diplomacy, empathy, and conflict resolution skills to resolve issues.
- Technology Aptitude
- Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed;
- Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint)
- Computer proficiency in GIS software and associated apps.

Responsibilities
The incumbent is responsible for, but not limited to:
Corporate
- Administer applicable legislation and regulations relevant to the division; including relevant collective agreements and other corporate policies.
- Contribute to the development of appropriate divisional policies and procedures to assist staff in efficiently and safely completing all assigned work.
People
- Interview, coach, and discipline staff, prepare and administer performance appraisals for subordinate staff, provide technical leadership and direction, and evaluate training requirements for staff.
- Provide supervision and guidance to staff; ensure all involved with the project have a clear understanding of the work to be completed and the process and procedures to follow (result: completion of all work within identified timeframe and budget).
Timeline
- Responsible for the completion of various inspection reports (weekly, biweekly, monthly, annually) in accordance with provincial regulations.
Money/Asset
- Assist Division Manager with budget preparation. Monitor status throughout the year, taking appropriate actions to ensure adherence to the approved budget.
- Prepare, review, and develop budget estimates for inclusion in the Division budget, monitor approved works and status of budget throughout the year, take appropriate actions to ensure adherence to the approved budget or provide information to the Manager in order to seek budget adjustment.
Functional
- Manage projects and activities required for the successful completion of approved projects and supervise staff working on the project/ activities.
- Apply sound human resources management practices (recruitment, development, and performance management) in accordance with approved policies to ensure an effective team.
- Research and prepare/ draft reports to/for the Manager on current projects, conditions, and issues, making recommendations as required; present information at public, council, and staff meetings.
- Ensure records of all projects/ work undertaken are current accurate and complete and that documentation is readily retrievable.

Working Conditions
- Regular Business Hours: Monday to Friday (7:30am-4:00pm)
- Ability to respond to emergency after hours through County cell phone.
