The Opportunity

As the Supervisor, Municipal Enforcement Services, you’ll support the Manager in interpreting and enforcing legislation, including the Building Code Act and municipal by‑laws regulating the use of buildings and land. You’ll directly supervise Enforcement staff delivering property standards, zoning, licensing, site alteration, noise, public nuisance, road use, clean yards, and public parks enforcement. You’ll oversee regulatory orders, administer provincial programs, lead procurement for contracted services, and provide operational leadership through scheduling, enforcement planning, mentorship, and guidance, ensuring compliant, consistent, and customer‑focused enforcement services.

Position Summary

The Supervisor, Municipal Enforcement Services supports the Manager in the interpretation and enforcement of applicable legislation, including the Building Code Act and Divisional-assigned Municipal By-laws governing the use of buildings and lands. The role is responsible for the direct supervision of Enforcement Division staff delivering property standards, zoning, licensing, site alteration, noise, public nuisance, road use, clean yards, and public parks by-law enforcement. The Supervisor oversees the issuance of Municipal regulatory Orders, administers responsibilities under the Protection of Livestock and Poultry from Dogs Act and the Ontario Wildlife Damage Compensation Program, and leads the preparation of tenders and Requests for Proposal for contracted services. The position provides operational leadership through staff scheduling, enforcement strategy development, mentorship, and guidance, while ensuring regulatory compliance, consistent enforcement practices, and a customer-focused approach to licensing and enforcement services.

Qualifications, Knowledge, and Skills

Education

  • Completed a minimum of a two-year college degree in studies relative to accountabilities (for example, Law & Security).
  • Certified Municipal Law Enforcement Officer. 
  • Certified Property Standards Officer.
  • Environmental Noise Certificate or significate experience in Qualitative and Quantitative noise investigations  or willing to obtain same.
  • Designation by the Municipal Law Enforcement Officers Association (MLEO) and/or Ontario Association of Property Standards Officers (OAPSO) is preferred.   

Experience

  • Minimum 3 years of current related experience.
  • Previous supervisory experience with plus 5 years working as a Municipal Law Enforcement Officer.

Knowledge/Skills

  • Thorough knowledge of the Building Code Act, Ontario Building Code, Planning Act, Provincial Offences Act, Municipal Act and other applicable laws is required.
  • Working knowledge of the Ontario Provincial Court System.
  • Proven ability to effectively communicate (verbally and in writing) rules and regulations to those affected by the various regulations.
  • Demonstrated ability to supervise a multi-functional workforce.
  • Excellent verbal and written communication skills with the ability to influence, motivate, provide training, using flexible communication styles and to ensure suitable agreement, decisions are reached.
  • Demonstrated initiative, and ability to make decisions involving multiple routine tasks, affecting department level.

  • Must possess a valid Ontario Class G driver’s license.
  • Technology Aptitude
    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
    • Intermediate Knowledge of MS Office (Word, Excel, Outlook, PowerPoint).

Responsibilities

The incumbent is responsible for, but not limited to:

Corporate

  • Assist the Manager, Building and Municipal Enforcement Services with the development of  objectives, priorities and plans for the division in conjunction with Department and Corporate strategic goals.
  • Ensure compliance with all relevant licencing and accessibility legislation and regulations, and corporate policies and procedures while maintaining a positive customer impact for participants. 

People

  • Supervise staff and provide performance development opportunities to ensure the objectives of the division are met.
  • Review day-to-day activities of staff and monitor monthly activity reports; keep Manager apprised of issues/situations and make recommendations to address same.
  • Participate in the recruiting/ training/ discipline and termination processes ensuring;
    • Staff are fully trained to undertake assigned work, 
    • Manager is appraised of concerns and opinions based on appropriate investigation and analysis, 
    • Types and/or methods of training/ discipline are identified and recommended. 
  • Respond effectively to / resolve issues or complaints by members of the public, politicians, various agencies.

Timeline

  • Enforcement must be in accordance with the timelines provided for in specific legitimation, such as found in the Provincial Offences Act, Building Code Act.

Money/Asset

  • Provide input to the development of the Division budget and monitor expenditures of assigned accounts.

Functional

  • Research/Policy Development
    • Recommend and draft new policies and procedures in conjunction ensuring they are current to the needs of the division/ department.
    • Implement policies and procedures to ensure that staff carry out their work in accordance with them.
    • Research, evaluate and make recommendations on various issues pertaining to Division functions including the drafting of pertinent municipal by-laws are required to ensure they are current to the needs of Haldimand County and that staff carry out appropriate enforcement activities.
    • Provide interpretations of relevant law by reviewing it, investigating past interpretations and providing the most consistent interpretation to ensure consistent application by staff.
    • Investigate complex code, construction and enforcement problems and issues by providing solutions to ensure problems and issues are resolved in a timely manner.
  • Contract Administration
    • Assist with the management of contracts administered by or pertaining to the Building & By-law Enforcement Division including tendering or preparing RFPs for contracted services and any related negotiations.
  • Regulatory Administration Services
    • Draft municipal by-laws for all regulatory by-law areas, including those administered by other Divisions, such as Use of Road, Licensing, and Solid Waste. 
    • Prepare and draft set fines under Part I of the Provincial Offences Act (POA) for applicable by-laws. 
    • Complete and submit applications to the Ministry of the Attorney General to obtain approval for set fines.
    • Act as the municipal representative and presenter of facts before the By-law Appeals Committee, including appeals related to Property Standards, Fence By-law, Dog Muzzling, and Forestry matters. 
    • Draft POA Part III Information for presentation before a Justice of the Peace.
    • Ensure all drafted by-laws and enforcement documentation are legally sound, accurate, and aligned with legislative requirements and municipal objectives.
  • Accessibility/Licencing
    • Develop Divisional plans and recommend changes to improve service delivery and customer satisfaction.
    • Investigate and resolve escalated customer interactions to address concerns and improve customer experiences.
    • Oversee the administration of Haldimand County’s Business licensing By-laws, Lottery Licenses and parking tickets.   
    • Back up Licencing functions in the absence of the Licencing Officer to respond to licencing inquiries and to perform civil marriage ceremonies as needed.
  • Other duties as assigned.

  • Some Extended Business Hours (Evenings/Weekends) may be required as needed.
