Supervisor, Cemeteries and Trails

Grade: 10

Wage Range Annually: $98,244 - $119,556

Position Status: Permanent full-time

Work Hours: 35 per week

Location: Cayuga, ON (Haldimand County Administration Building)

Position Summary

Supervises the daily administration, operation and maintenance of Haldimand County's cemetery and trails portfolio, ensuring compliance with financial parameters approved by Council. Additionally, oversees staff  responsible for the upkeep, while also managing capital projects and contracts within the division.

 

Qualifications, Knowledge, and Skills

Education

  • Community College Diploma relative to the area of responsibility

Experience

  • Minimum 2 years of current related experience, including some supervisory experience.

Knowledge/Skills

  • Good understanding of municipal government, its operations, services, and a sound understanding of legislation and regulations relative to area of responsibility
  • Excellent verbal and written communication skills, with the ability to influence, motivate provide training, using flexible communication styles and to ensure suitable agreement, decisions are reached.
  • Demonstrated initiative, and ability to make decisions involving multiple routine tasks, affecting department level.
  • Demonstrated ability to work independently referring only major problems to supervisors/managers
  • Demonstrated ability to manage/oversee budget
  • Demonstrated analytical and problem-solving skills involving occasional ingenuity, and minor refinement of procedures when necessary.
  • Demonstrated capability to act as a leader within a functional area, including providing advice and training
  • Organizational skills with considerable attention to detail to avoid errors and ability to meet deadlines.

  • Technology Aptitude
    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint)
    • Computer proficiency in cemetery specific software (i.e. Stoneorchard)

 

Responsibilities

The incumbent is responsible for, but not limited to:

Corporate

  • Contribute to the development of appropriate divisional policies and procedures; administer applicable legislation and regulations relevant to the Division; including relevant collective agreements and other corporate policies
  • Assist in developing, recommending, and documenting approved annual and long-term plans for the Facilities, Parks, Cemeteries and Forestry Operations division. Communicate relevant information to staff, the public and partner organizations while promoting continuous service improvement
  • Good understanding of municipal government, its operations and services, plus sound understanding of legislation, regulations relative to the area of responsibility
  • Ensure that corporate / division goals and objectives are always in consideration while work is being performed

People

  • Apply sound human resource management practices (recruitment, development, discipline, performance evaluation and termination) in accordance with approved policies to ensure an effective team that efficiently and safely completes all assigned work
  • Provide supervision and guidance to staff; verify that all involved with work projects have a clear understanding of the work to be completed and the processes and procedures to follow (result: completion of all work within identified timeframe and budget)

Timeline

  • Efficiently manage administrative tasks to comply with industry standards, delegating responsibilities to internal and external stakeholders to ensure timely completion
  • Review and sign-off on timesheets for all staff, on a bi-weekly basis for submission to Payroll

Money/Asset

  • Support the Division Manager in budget preparation; monitor financial status throughout the year, take appropriate actions to ensure adherence to the approved budget; ensure that secure revenue handling and effective control processes are in place and functioning properly
  • Complete procurement requirements and manage contracts for County

Functional

  • Project Management
    • Manage projects and work activities; ensure staff, County, or contractors, understand and safely conduct work within applicable Acts, regulations, approved County policies and procedures
    • Complete procurement requirements and manage contracts for County facilities including parks and cemetery operational projects (e.g., grass cutting, portable washrooms, cemetery lot opening, trails maintenance, cemetery maintenance, etc.)
    • Research and draft reports for the manager on current projects, conditions, and issues, providing recommendations as needed; present information at public, Council and staff meetings as required
  • Budget Preparation
    • Assist the Division Manager with budget preparation; monitor financial status throughout the year, take appropriate actions to ensure adherence to the approved budget; ensure that secure revenue handling and control processes and practices are in place and functional

Position Requirement(s)

  • A satisfactory police check (LE 219 or Equivalent) from within the last 6 months

Working Conditions

  • Regular Business Hours: Monday to Friday (8:30am-4:30pm)
  • Occasional overtime and on-call to assist with emergencies/issues after hours through County provided cell phone related to cemeteries and trails operations
