Position Status: Temporary Full-Time (until approximately December 25, 2026)

Work Hours per Week: 35

Location: Cayuga, ON (Haldimand County Administration Building)

Position Summary

Work closely with clients to determine the requirements and efficiencies with the goal of finding, creating, implementing, and maintaining effective business solutions. Additionally, design, develop, install, and deinstall software interfaces, while ensuring security is applied. Overall, ensure business solutions are functioning efficiently as well as, help in the development of customer and stakeholder relationships. 

Qualifications, Knowledge, and Skills

Education

  • Community College Diploma relative to the area of responsibility.
  • Special consideration will be given to applicants with:
    • Recognized Solutions Analyst Certification such as Associate Computing Professional (ACP)

Experience

  • Over 2 years and including 3 years of current related experience.
  • Special consideration will be given applicants with the following:
    • Experience with Local Government Software Applications/ Solutions is considered an asset.
    • Previous knowledge with website technologies, website templates & forms
    • Experience updating websites with frequent changes
    • Previous experience working on Ticket Management tool/software
    • Knowledge of Microsoft 365 platform and tools

Knowledge/Skills

  • Research, analytical, problem solving and decision-making skills to enable the assessment of issues / situations, develop options and recommend actions necessary for the effective and efficient operation of technological resources
  • Ability to translate user and business needs creatively and effectively to provide solutions (i.e., implementation of web-based customer self-service initiatives; use of SQL tools/ reporting services to produce dashboards and reports)
  • Strong knowledge of relational database concepts and systems (Microsoft SQL server), web technologies (CSS/HTML, PHP, SQL, JavaScript/jQuery, XML, ASP) and application development
  • Strong knowledge of the Microsoft 365 platform and tools including Sharepoint, Azure, and Identity.
  • Demonstrable graphic design skills.
  • Sound knowledge of current Information Technology certifications and excellent in-depth understanding of operating systems, network infrastructure, cybersecurity, firewalls, programming languages, web development, database management, integration, cloud computing, information and communication technologies.
  • Strong problem-solving skills to analyze issues, identify root causes, and implement effective solutions in a timely manner
  • Proven knowledge of hardware/software installation, configuration, support and the ability to troubleshoot complex issues independently
  • Knowledge of Web Content Accessibility Guideline (WCAG) 2.0
  • Good understanding of municipal government, its operations and services.
  • Valid Ontario Driver’s License and access to a reliable vehicle.
  • Excellent verbal and written communication skills with the ability to report, explain, provide clarification and persuade to gain approval.
  • Demonstrated initiative and ability to make decisions involving multiple routine tasks, affecting department level.
  • Demonstrated ability to work independently referring only major problems to supervisors/managers.
  • Demonstrated ability to exercise significant discretion and sensitivity involving regular access to confidential data.
  • Demonstrated analytical and problem-solving skills involving refining established ideas and/or programs of a complex nature requiring ingenuity and creativity on own efforts.
  • Demonstrated capability to provide orientation, training or technical guidance, as needed.
  • Organizational skills with extreme attention to detail to avoid errors and ability to meet deadlines.
  • Excellent interpersonal skills including the ability to work effectively in a team environment and guide interdisciplinary team-based discussions to increase staff morale, team building and team spirit.
  • Technology Aptitude
    • Demonstrated proficient computer skills to perform and troubleshoot common software performance and hardware issues on various technological devices while adhering to cybersecurity and leading best practices.
    • Advance knowledge of MS Office (Word, Excel, Outlook, PowerPoint) 

Responsibilities

The incumbent is responsible for, but not limited to:

Corporate

  • Guarantees that corporate goals and objectives are always in consideration and achieved by those working on a project.

People

  • Establish and maintain relations with others (County staff, vendors, peers within other organizations) to resolve technology complaints / issues
  • Delivering individual customized training to educate and empower users in effectively utilizing specific software applications to optimize their work processes and achieve desired outcomes

Timeline

  • Prioritize urgent matters to minimize downtime of corporate and department applications for staff
  • Ensures public facing solutions including corporate website are updated for time-sensitive events
  • Promptly address all interruptions to public portals to minimize customer service impact

Money/Asset

  • Ensures security of corporate applications through timely onboarding and offboarding of users certifying appropriate security permissions 
  • Communicates information security risks and issues to IT staff and business managers. 

Functional

  • Application Support:
    • Responds to user inquiries and issues related to software applications promptly and professionally, providing timely resolutions and ensuring user satisfaction.
    • Conducts thorough analysis and troubleshooting of software application problems, identifying root causes, and implementing appropriate solutions or escalating complex issues to higher-level support teams or vendors.
    • Creates and maintains comprehensive documentation, including user guides, FAQs, and knowledge base articles, to facilitate self-service support, empower users, and promote consistent application usage and best practices.
    • Use various tools to investigate issues, identifies and resolve issues with applications, collect performance statistics and create reports.
  • Software Design
    • Develop and implement web forms along with associated workflows incorporating stakeholder feedback, refining the design to create optimal user experience and ensuring alignment with project objectives
    • Creates scripts and services to automate solutions
    • Implements responsive design principles to ensure seamless user experiences across different devices and screen sizes, optimizing the design for mobile responsiveness and accessibility.
    • Contributes to the development of systems integration policies, standards, and tools.
    • Communicate technical solutions to divisions effectively to help with pain points
  • System Updates
    • Manages Dev-Ops Operations for on-prem and cloud hosted services.  
    • Plans and schedules system updates in coordination with relevant stakeholders, considering factors such as system downtime, user impact, and criticality of the updates.
    • Applies software updates in a systematic and organized manner, following established change management processes, and ensuring proper documentation of the update procedures.
