Your tasks may include providing technical support, offering information to stakeholders, and compiling field data for required reports.

Position Summary
The Solid Waste Operations Technologist is responsible for the administration and management of specific contracts and agreements relating to the waste management operations, processes and maintenance ensuring compliance with all applicable, By-Laws, Acts and Regulations. This position coordinates the promotion and education (P&E) program designed to inform and guide residents on waste management programs; and develops and manages the P&E program to ensure ongoing success. They liaise with the waste management operations staff, consultants, Ministry personnel and third party contractors on day-to-day matters related to the County’s waste & diversion collection/disposal and management of related systems. Tasks may include provision of technical support and information, compilation of field data for required reports.
Qualifications, Knowledge, and Skills
Education
- Three-year community college program in Civil Engineering or Environmental Technology.
Experience
- A minimum 3 years of directly related experience in waste management, an additional 2 year of directly related experience in contract administration, and orientation, training, and adjustment on the job itself
- Must be a current member in good standing or be eligible for membership in OACETT
Or equivalent to that combination

- Time Management / organization skills to identify priorities, re-arrange work if required to meet identified deadlines
- Presentation Skills to provide on-site training and guidance to co-workers and others
- Current First Aid and CPR required
- Valid Ontario Drivers license and access to a reliable vehicle
- Technology Aptitude
- Demonstrated intermediate computer skills for Outlooks and at least one of Word/Excel/PowerPoint
- Proven ability to apply basic functions of desktop software to create simple spreadsheets, documents, send and receive emails, use Internet for research, file management
- Introductory to intermediate knowledge of department or division-specific software to accomplish job tasks

- Computer and peripherals, various printers, general office equipment, plotter, gas detector, cell phone, etc.
Responsibilities
The incumbent is responsible for, but not limited to:
People
- Interact with members of the public to investigate and respond to inquiries/concerns/complaints relating to waste management operations
- Co-ordinate activities and provide guidance to staff relative to contract administration
- Supervision of contractors as required
- investigate and resolve complaints and inquiries from the public, contractors, consultants or internal personnel
- Provide work direction and appropriate technical advice to County and contracted staff if and as required
Money/Asset
- Review of invoicing for accuracy and completeness
- Conduct procurement procedures for waste management programs
- Conduct cost analysis/cost tracking on contracted and/or day-labour work
Functional
- Contract administration for waste management contracts, including but not limited to; coordination of activities, collections, site operations, disposal, diversion, processing and marketing
- Coordinate and liaise activities of Foreperson, Solid Waste Operations regarding the transfer of waste and divertables
- Provide coordination of the Promotion & Education (P&E) program designed to guide residents through ongoing changes to the waste collection programs.
- Develop and manage the P&E program to ensure ongoing success.
- Assist with various regulatory and operational reporting requirements in order to receive RPRA funding for programs such as, but not limited to:
- Household Hazardous and Special Products (HSP)
- Electrical and Electronic Equipment (EEE)
- Assist with the preparation and review of the annual Operating Reports and Monitoring Reports, related to, but not limited to
- Surface water sampling and monitoring
- Ground water sampling and monitoring
- Leachate sampling and monitoring
- Air quality monitoring;
- Landfill gas flaring operations
- Transfer station operations and
- Closed landfill Management
- Assist with all legislated reporting requirements to maintain compliance, funding, etc.
- Conduct curb side audits for contract compliance and to gauge public participation in programs
- Maintain the waste management filing system for plans, records and projects as required ensuring the Division’s file system integrity
- Develop, update, compile and analyse statistical information for waste management programs; and input data on computer
- Perform field work including, title searches, program participation surveys, as required and to prepare and verify documentation drafts for legal or other purposes
- Develop appropriate processes relating to waste management such as; Promotion & Education, new programs, etc
- Responsible for specific activities as defined in Acts, By-Laws Regulations (Environmental Protection Act, etc.) and to liaise between program users (Industrial / Commercial / Institutional / Residential), Provincial Ministries, other County Departments / Divisions and local municipal agencies in regards to the Acts and Regulations
- Perform on-site inspections, document findings and interpret data for the design and construction of waste management infrastructure and capital projects and provide direction to contractors as required
- Assist with the development or updating of policies and procedures relating to delivery of service by compiling information, drafting same for review / comment, revision / approval / implementation by Supervisor / ManageR
- Co-ordinate and monitor waste management programs throughout the County and compile, evaluate, all data from public surveys
- Provide assistance and/or backup to the Water and Wastewater Technologist(s) if and as required.
- Comply with Corporate policies / procedures
- Other duties, assignments and/or projects as assigned that fall within the general parameters of the position
