The Opportunity

You will provide trusted advisory services to assist in meeting the overall organizational strategic financial goals. Some of your responsibilities include acting as a team leader, financial reporting, auditing of internal controls and project management. 

Contributing to the establishment of procedures and monitoring systems to ensure accurate and timely financial processes, this position will ensure the successful preparation of year-end financial statements and the Financial Information Return (FIR) including tangible capital asset reporting.

Position Summary

Overall, this position provides trusted advisory services to assist in meeting the overall organizational strategic financial goals. This is completed through providing customer service excellence while working to ensure effective internal controls, fiscal planning and management reporting. Acting as the team leader for non-supervisory staff, this position provides work guidance / training on a required basis, by scheduling, coordinating, and assigning the work of others regarding financial processes, budget preparation, financial analysis for strategic initiatives, financial reporting and revenue operational activities. Furthermore, this position provides, develops, and monitors effective, efficient and timely financial reports / information for the use of Staff, Management, and Council. Through the knowledge of the relevant Provincial Legislation, this position also contributes in the establishment of procedures and monitoring systems to ensure accurate and timely financial processes related to property taxes, development charges and other municipal revenue sources such as User Fees.

 

Qualifications, Knowledge, and Skills

Education

  • Community College Diploma relative to the area of responsibility.
  • Special consideration will be given to applicants with:
    • University degree and enrolment in a recognized Accounting program leading to Professional Accounting Designation (CPA).

Experience

  • Minimum 2 years of current related experience.

Knowledge/Skills

  • Good understanding of business processes and financial management methods.
  • Good understanding of financial principles and practices; sound technical knowledge relative to financial reporting.
  • Sound understanding of municipal government, its operations and services.
  • Knowledge of relevant Acts and Legislation governing the financial operations of municipal government, including the Municipal Act, Assessment Act, and the Development Charges Act.
  • Valid Ontario Driver’s License and access to a reliable vehicle.
  • Excellent verbal and written communication skills with the ability to report, explain, provide clarification, and persuade to gain approval.
  • Demonstrated initiative, and ability to make decisions involving multiple routine tasks, affecting department level.
  • Demonstrated ability to work independently referring only major problems to supervisor / managers.
  • Demonstrated ability to exercise significant discretion and sensitivity involving regular work with confidential information.
  • Proven ability to provide sound financial advice.
  • Demonstrated analytical and problem-solving skills involving regular ingenuity, and development of complex, new and improved methods, procedures, systems, etc.
  • Demonstrated capability to act as a leader within a functional area, including providing advice and training.
  • Organization skills with specialized attention to detail to avoid errors and ability to meet deadlines.
  • Strong critical thinking skills.
  • Excellent interpersonal skills including the ability to work effectively in a team environment and guide interdisciplinary team-based discussions to increase staff morale, team building, and team spirit.
  • Technology Aptitude:
    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint).

 

Responsibilities

The incumbent is responsible for, but not limited to:

People

  • As a collaborative partner, you will be working closely with cross-functional teams, to gather insights and provide in-depth analysis on key financial practices and procedures, ensuring alignment and accuracy across the organization.
  • Provide guidance, direction and training to Taxation / Revenue staff.
  • Relationship management and conflict resolution with respect to external taxpayers, particularly those who are involved in the tax sale process.

Timeline

  • Ensure project participants involved have a clear understanding of the work to be completed and the processes and procedures to follow (work done in a defined timeframe).

Money/Asset

  • Assist in the development of annual tax rates and tax policy, which is imperative to Haldimand County’s revenue generation and sustainability.
  • Assist in the year-end accounting processes and analysis for Haldimand County’s taxation and development charges in the preparation of year-end financial statements.

Functional

  • Budgeting and Reporting Responsibilities:
    • Participate in the development and implementation of appropriate Budget / Reporting Services policies and procedures forms.
    • Monitor and support the Financial Services team with adherence to budget and reporting timelines.
    • Assist in the preparation and distribution of budget reports and analysis required for Senior Management, Council and Public review.
    • Research and prepare draft documentation to / for management staff on current projects, conditions, and issues, making recommendations as required.
    • Draft Council reports throughout the year on topics related to the position’s responsibilities.
    • May present information at public, council, and staff meetings.
    • Undertake various revenue and expenditure studies and / or analysis projects, as assigned (i.e. user fees).
    • Provide and maintain capital project accounting and reporting.
    • Support the year-end accounting processes, analysis and preparation of year-end financial statements and Financial Information Return (FIR), including the preparation of notes to the financial statements.
    • Support in the preparation of business plans, reports and applications for grants.
  • Taxation & Revenue Responsibilities:
    • Development and monitoring of assessment base management practices.
    • Assessment Review Board (ARB) appeals and monitoring.
    • Review of the annual assessment roll, property tax class reviews, etc.
    • Coordinate and monitor taxation- and revenue-related budget areas.
    • Act as the subject matter expert with legal authorities and taxpayers (and other related parties) related to tax sales, directing and providing guidance to other staff members.
  • Project Management Responsibilities:
    • Actively participate in process improvement initiatives, leveraging information technology tools to enhance reporting capabilities, streamline processes, and improve overall team performance.
    • Coordinate the development of revised user fees and service charges, maintaining analyses to support user fees and service charges, while also organizing the submission of financial and grant reporting.
    • Coordinate / monitor the current contract with 3rd party services for billing and collection of Water and Wastewater revenues.
    • Administer the financial requirements of development agreements ensuring required documentation is issued / received within identified timelines (i.e., developer deposits, letters of credit/surety bonds).
    • Manage the execution and monitoring of multi-million dollar Front End Financing Agreements, while working closely with developers;
    • Create, establish and administer required Municipal Drain, Shoreline Protection and Tile Drainage fund accounts, with the necessary, applicable policies and procedures.
    • Apply project management practices in the management of activities required for the successful completion of assigned projects.
    • Guarantee that records of all projects/work undertaken are current, accurate, and complete and that documentation is readily retrievable.
