The Opportunity

Join our team as a Project Manager, Roads and play a key role in building and maintaining safe, efficient, and sustainable infrastructure for our community. You will lead the planning, design, and construction of a wide range of roads operations capital projects including roads, stormwater systems, sidewalks, traffic signals, and more while ensuring all work meets legislative and safety standards. You'll manage operations and maintenance contracts, guide cross-functional teams, consult with stakeholders, and supervise staff to deliver high-impact projects that keep our transportation network running smoothly.

Project Manager, Roads, Roads Operations

Work Hours: 35 per week

Location: Cayuga, ON (Haldimand County Administration Building)

Position Summary

Responsible for developing, coordinating and managing all required operations and maintenance contracts to ensure compliance with all applicable legislated and regulatory requirements and to protect the public’s safety.  This position plans and manages the design and construction of roads operations capital projects including, but not limited to, roads, storm water systems, street lighting, traffic signals, roadside barriers, sidewalks and facilities.  The Project Manager participates in the design and construction of capital projects including leading teams through consultation with other departments, outside agencies and the public. The Project Manager also supervises and manages staff assigned to roads operations contracts.

Qualifications, Knowledge, and Skills

Education

  • Minimum 2 year Post Secondary education relative to the area of responsibility (e.g., Project Management, Civil Engineering, Construction, Contract Administration, Procurement)

Experience

  • Three to four years of related municipal experience which includes progressive responsibility relative to project management, conflict resolution, development and implementation of roads management programs, bylaw development and interpretation, customer service

Knowledge/Skills

  • Demonstrated project management and contract management skills
  • Good understanding of municipal government, its operations, by-law enforcement and services
  • Firm knowledge of business processes and financial management methods to assist with work within approved budgets and recommend and / or take appropriate action to maintain sound financial positions.
  • Customer service focus in terms of timely responses to issues, proactive communications and problem resolution
  • Valid Ontario Driver’s License and access to a reliable vehicle
  • Excellent verbal and written communication skills with the ability to give, obtain, seek clarification, and / or exchange routine information
  • Demonstrated initiative and ability to make decisions involving long term strategic policies
  • Demonstrated ability to work independently within broader policies, and measured by results
  • Demonstrated ability to exercise significant discretion and sensitivity involving occasional access to confidential data

  • Technology Aptitude
    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint)
    • Intermediate knowledge of CityView and Pearl Worktech or other work management systems
    • Intermediate knowledge of ArcGIS Pro, ArcGIS Online and Field Maps applications

 

Responsibilities

The incumbent is responsible for, but not limited to:

Corporate

  • Ensure all works are undertaken and constructed to appropriate standards and in compliance with County policies and procedures, and applicable legislative and regulated requirements

People

  • Communicate information to ensure understanding and adherence to project timelines by allocated staff within and outside of Roads Operations, contractors and consultants
  • Regularly interview, coach, and discipline assigned staff; prepare and administer annual work plans, performance appraisals, provide technical leadership / direction and evaluate training requirements for subordinate staff
  • Supervise and coordinate work with staff of other County departments, contractors, Provincial Ministries, Federal Departments, Conservation Authorities and other agencies as necessary, ensuring a clear understanding of the work to be completed and the processes and procedures to do so, to result in cost-effective completion of all work

Timeline

  • Monthly contractor work review to meet the Construction Act prompt payment deadlines
  • Approving and submitting staff bi-weekly timesheets

Money/Asset

  • Prepare, review, and develop the assigned project budget estimates for inclusion in the Division budget, manage approved projects and monitor status throughout the year, taking appropriate actions to ensure adherence to the approved budget or providing information to the Manager in order to seek budget adjustments
  • Responsible for the financial control of assigned projects / contracts, including related reporting, documentation, account set up, and all closure, which may include some or all of special grants subsidies, and financing
  • Ensure that regular payments are made appropriately for both operating and capital contracts relating to Roads Operations
  • Act as Divisional representative relating to corporate asset management
  • Act as key user and development representative of work order implementation project both through the implementation phase as well as over the longer term

Functional

  • Contract Administration
    • Oversee the development of scope, schedule of quantities and special provisions of tender proposals and quotes and manage the procurement process for both operating and small capital contracts
    • Develop methods to manage operating contracts and provide oversight during contract term
    • Participate in and act a divisional lead for implementation of work orders and establish long term strategies for continuous improvement of the work management system
    • Provide input on the development, implementation, maintenance and proposed improvements to specific project strategies, plans, processes, and agreements that support the successful completion of the project(s)
    • Provide project coordination and management of the design and implementation of assigned municipal projects, through design development, detailed design and contract administration.
    • Ensure project participants have a clear understanding of the work to be completed and the processes and procedures to follow (result: completion of all work within identified timeframe and budget)
    • Review consultants work from a technical and administrative perspective to ensure that their design and project delivery are complete and meet corporate standards and the terms of reference
    • Responsible for preparing and presenting reports to update Council, the Senior Management Team and others, recommending specific actions, if required / where required
    • Ensure that detailed records of projects / contracts and other work is maintained in an approved record management system that tracks all work carried out such that documentation is readily retrievable. Ensure that electronic infrastructure databases are maintained with current data
    • Review, monitor, forecast and conduct site inspections and prepare reports and recommendations on various technical areas including: subdivisions, site plans, roads, culverts, storm water management, winter control and salt management
    • Provide technical assistance to Engineering, operational divisions, agencies, contractor and the public on technical matters
  • Community Engagement
    • Actively participate in external organizations / associations for the purposes of the betterment of that organization, including but not limited to the preparation of papers and reports, participating in panel discussions, participating on committees, etc.
