Position Summary
Under the guidance and direction of the Manager of Facilities Capital and Asset Management, responsible for planning and managing the design and construction of County facilities and parks including corporate administrative buildings, recreation facilities (including arenas, pools, active, and passive parks and trails, boat ramps, and community centres), libraries, fire halls, ambulance stations, museums, lighthouses, piers, communication towers and cemeteries.
As well as coordinate the County-wide energy management plans, including the development and administration of programs and completion of public reporting of any other legislated requirement of such programs and assist in the development and implementation of infrastructure asset management programs.
This position supports the Division’s approach to identifying and implementing value-based design solutions and follows a structured change management process when contract changes are considered. This position also acts as a resource and provides supervision, and direction to assigned staff, project consultants and contractors to enhance positive customer service to the public.
Qualifications, Knowledge, and Skills
Education
- Community College Diploma relative to the area of responsibility with a current Certified Engineering Technologist (C.E.T) professional designation.
Experience
- Over 2 years and including 3 years of current related experience.
Knowledge/Skills

- Demonstrated initiative, and ability to make decisions involving multiple routine tasks, affecting department level.

- Technology Aptitude:
- Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
- Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint)
Responsibilities
The incumbent is responsible for, but not limited to:
Corporate
- Constructively contribute to the development of Corporate, Department, Division and team goals and objectives.
- Develop, implement, and propose improvements to program strategies, plans, policies, procedures and agreements that support the successful achievement of the Division’s defined goals and objectives.
- Delivers effective public relations to sustain the positive image of the Corporation of Haldimand County (i.e. Class EA meetings, Public Information Centres, etc.).
People
- Interview, coach and discipline staff; prepare and administer performance appraisals of subordinate staff, provide technical leadership and direction, and evaluate training requirements for staff.
- Provide positive leadership to contract operations, consultants and staff regarding customer service, peer relationships and personal conduct to ensure a positive workplace and completion of projects on time and within budget.
Timeline
- Review and approve monthly Invoices and progress payments.
- Reviews, approves, and submits bi-weekly timesheets for direct report staff.
Money/Asset
- Prepare, review and develop the assigned project budget estimates for inclusion in the Division budget, manage approved projects and monitor status throughout the year, taking appropriate actions to ensure adherence to the approved budget or providing information to the Manager in order to seek budget adjustments.
- Support the development of the 10 Year Capital Budgets and Forecast through the identification and prioritization of capital projects and budget preparation.
- Responsible for the financial control of assigned projects, including related reporting, documentation, account set-up, and closure, which may include some or all of special grants, subsidies, and financing.
- Apply County Asset Management Information and Principles including evaluating or obtaining condition assessments for relevant infrastructure.
Functional
- Project Administration:
- Supervise and coordinate the procurement process for divisional projects, which may involve:
- Developing specifications and Terms of Reference;
- Preparing and/or overseeing the development of procurement documents;
- Reviewing Request for Proposal and tender submissions and making recommendations on the hiring of consultants/contractors;
- Overseeing the administration of agreements/contracts in accordance with County policies and procedures.
- Inputs project expenditures into tracking documents; monitors project budgets and oversees project budget administration by developing and adhering to project cost estimates and ensuring cost control measures are in place to manage project expenditures.
- Leads and manages all aspects of assigned capital projects through the project lifecycle which includes developing strategies and action plans for project implementation.
- Supervises and manages project teams, which involves assigning tasks, providing day-to-day guidance, and ensuring timely corrective action is taken to resolve issues and problems related to assigned projects.
- Provide input on the development, implementation, maintenance and proposed improvements to specific project strategies, plans, processes and agreements that support successful completion of the project(s).
- Supervise and coordinate the procurement process for divisional projects, which may involve:
- Reporting/Communication:
- Prepare reports for Divisional Manager and Council regarding design, tendering, contract management and status of capital projects.
- Attend public meetings to inform stakeholders of capital project plans and to respond to inquiries about capital projects.
- Respond to issues raised by members of the public and other stakeholders related to capital projects and resolve as necessary.
- Technical Advice:
- Receives, troubleshoots, responds to, or redirects escalated inquiries, requests, complaints, or emergencies from internal and external contacts regarding department related matters; and informs or escalates to the department Manager.
- Provides functional and technical advice, guidance, explanations, and expertise to internal and external contacts regarding department related matters.
- Strategic Infrastructure Planning:
- Review, monitor, forecast and conduct site inspections and prepare condition assessment reports on County infrastructure including corporate administrative buildings, recreation facilities (including arenas, pools, active, and passive parks and trails, boat ramps, and community centres), libraries, fire halls, ambulance stations, museums, lighthouses, piers, communication towers and cemeteries.
- Develop and implement long term management and capital replacement programs for municipal infrastructure including subdivisions, site plans, storm sewer and stormwater management facilities, water and wastewater sewer works, bridges, roads, traffic devices, culverts, trails and sidewalks.
- Review County standard drawings and provide recommendations for revision; develop new standards and specifications for the County.
