You will coordinate daily work, assign tasks, and guide maintenance staff, students, and contractors to deliver quality results. Position Summary
The Lead Hand, Cemeteries and Trails will provide work direction, oversee maintenance staff and contractors and/or conduct maintenance activities relative to cemeteries and trails. The incumbent will take direction from the Supervisor to ensure all activities related to cemetery and trail operations are carried out in a manner that maintains and preserves Haldimand County facilities and amenities.
NOTE: Providing work direction to Facilities, Parks, Cemeteries, & Forestry Operations maintenance staff, students and/or contractors as required:
- Scheduling, coordinating the work of others
- Assigning work and / or personnel to maintenance tasks / projects
- Ensuring quality, accuracy, quantity of work of others
- Give work guidance, instructions, direction to others
Qualifications, Knowledge, and Skills
Education
- Grade 12 graduation or equivalent;
- Completion of the “CemeterianTM Operations and Management” course offered through ORFA or equivalent
- Membership within the Ontario Association of Cemetery and Funeral Professionals would be considered an asset;
- Trails related course or workshop offered through OPA or equivalent would be an asset
- For the purposes of on call responsibilities within the division the following would be considered an asset:
- Playground Equipment Inspection course from approved accredited organization (ex: Canadian Playground Safety Institute)
- Aquatics Technician designation
- Certified Ice Technician (CIT) designation
Experience
- Minimum five years current related experience (including progressively responsible assignments and supervisory responsibilities) and orientation, training & adjustment on the job itself or equivalent to that combination.
Knowledge/Skills
- Current valid Ontario Driver’s Licence (Class “G”)
- Solid reading, mathematical, technical and scientific skills
- Sound knowledge of the Funeral, Burial and Cremation Services Act (previously known as the Cemeteries Act)
- Sound knowledge of Cemetery by-laws
- Demonstrated research skills and experience in genealogy and genealogical research
- Demonstrated leadership abilities
- Proven ability to communicate effectively, both in writing and verbally
- Proven ability to read technical drawings and specifications
- Good interpersonal skills required to deal effectively with peers, contractors and facility users
- Solid customer service/public relations skills required along with proven ability to deal effectively with Ratepayers, user groups and peers
- Proven problem-solving skills
- Technology Aptitude:
- Proven ability to apply essential functions of desktop software to create simple spreadsheets, documents
- Send and receive emails
- Use Internet for research
- File management
- Solid understanding of department or division- specific software to accomplish job tasks (i.e., Stone Orchard)
Tools & Equipment (used on a regular basis include, but are not limited to):
- Gas powered chain saws, weed eaters, vehicles, lawn mowers, tractors, hand tools
- County vehicle(s) including pickup truck with trailer and snow equipment attachments
- Computer and peripherals, general office equipment
Responsibilities
The incumbent is responsible for, but not limited to:
People
- Liaise with funeral directors, monument dealers, Ministry (cemeteries) BAO representatives, public and staff with respect to cemetery regulations, fees, by-laws, policies and procedures as required.
- Maintain good working relationships with Corporate staff.
Money/Asset
- Provide input for annual operating and capital budget for the division.
Functional
- Recordkeeping & Reports:

- Conduct data entry; complete and maintain paper and electronic cemetery records, including, but not limited to interment contracts, information cards and mapping as required.
- Maintain inventory of supplies and / or act as shipper / receiver, helping to unload trucks / supplies.
- Maintain accurate notes relative to work done and materials / equipment used.
- Health & Safety:
-
- Report any defects / problems / actions that may decrease / increase the level of service to the Corporation or its employees or increase / minimize operational costs or concerns of a health and safety nature, to the Supervisor.
- Provide work direction for the safe and efficient operations of the cemeteries, ensuring compliance with municipal and / or provincial policies, procedures, by-laws.
- Complete required health and safety inspections.
- Ensure assigned facilities and grounds are maintained in a clean and safe condition
- Respond to emergency and / or crisis situations associated with Cemetery properties (i.e., broken water taps, furnace problems, broken windows, etc.).
- Participate fully in FPCF on-call rotation for after-hour emergencies/time-sensitive issues and to call in staff and contracted services as required
- Ensure compliance with policies /procedures/ acts / guidelines related to work.
- Work safely and maintain a safe and orderly working environment, according to established guidelines.
- Ensure awareness of all health and safety issues.
- Ensure proper use of equipment / protective clothing.
- Supervisory Duties:
-
- Monitor work and complete inspections as directed for projects such as grass cutting, lot openings, monument restoration, etc., report issues/concerns to Supervisors and/or Manager and follow up with contractors/staff as required.
- Conduct sales of interment rights including financial processes required to maintain the integrity of the database and regulations under Generally Accepted Accounting Principles as required in the absence of the Supervisor.
- Provide work direction / guidance to contractors hired for specific maintenance tasks as required.
- Deal with suppliers / salespersons for supplies utilized by division.
- Provide work direction / guidance to Facilities, Parks, Cemeteries, & Forestry Operations maintenance staff, including summer students, when they are assigned to assist with projects / tasks and ensure work is completed correctly and in a time efficient manner.
- Landscaping and Maintenance Duties:

- Accurately measure and lay out cemetery plots for interments, marker and monument installations
- Perform all duties at it relates to cremation interments. Included but not limited to, opening and closing lots/niches as required.
- Carry out marker installation and repairs as needed, with support from staff as required
- Assist FPCF staff in performing landscaping, inspections and grounds maintenance for assigned municipal grounds (i.e., cemeteries, trails).
- Complete minor electrical / plumbing / carpentry / mechanical maintenance and repair activities as required.
- Oversee and / or perform minor and major janitorial duties including day-to-day clean up, painting / refurbishing projects – internal and external, window cleaning, cleaning storage areas, vaults, electrical and mechanical rooms, empty garbage and recycling containers and set out for collection and maintain lighting (inside and outside).
- Clean / maintain building exterior; for example, maintain, repair and clean outside walkways, driveways and parking areas.
- Undertake approved winter control measures when required.
- Perform routine maintenance on electrical, plumbing and HVAC systems, cemetery building equipment and check for proper operation as required.
- Operate and maintain (including servicing, repairing and cleaning) tools and equipment used for building and / or grounds maintenance (i.e., janitorial equipment, grounds equipment).
- Actual tasks assigned may change seasonally.
