Position Summary
The purpose of this position is to provide strategic advice, guidance, and first level support to designated corporate areas, across all human resources functions. This role exists to foster a positive, inclusive, and high-performing workplace by supporting key HR initiatives, including recruitment, labour relations, health and safety, training and development, employee engagement, performance management, and policy development. Through this work, the Human Resources Advisor supports the overall effectiveness of the organization and helps ensure that both leaders and staff are equipped, supported, and empowered to deliver exceptional service to the community.
Qualifications, Knowledge, and Skills
Education
- Community College Diploma relative to the area of responsibility, completed within more than two academic years.
Experience

Knowledge/Skills
- Knowledge of administrative practices related human resources, labour relations and recruitment of top talent.
- Proven ability to interpret policies and collective agreements.
- Knowledge of office practices related to the preparation of correspondence and reports as well as electronic informational databases and records management.
- Basic understanding of municipal government, its operations and services.
- Valid Ontario Driver’s License and access to a reliable vehicle.
- Excellent verbal and written communication skills with the ability to report, explain, provide clarification, and persuade to gain approval.
- Demonstrated initiative, and ability to make decisions involving routine tasks, within established procedures.
- Demonstrated ability to work independently with complex tasks requiring some supervision.
- Demonstrated ability to exercise significant discretion and sensitivity involving regular work with confidential information.

Responsibilities
The incumbent is responsible for, but not limited to:
Corporate
- Provide strategic HR support across key functions including recruitment, policy development, employee/labour relations, and corporate training.
- Partner with leaders and stakeholders to align HR strategies with organizational goals and workforce needs.
People
- Serve as the first point of contact for employees and supervisors, providing guidance on HR policies, practices, and programs with a focus on service excellence.
- Help facilitate communication timely communication between HR, leadership and union representatives on workplace matters impacting employees.
- Conduct exit interviews where required and communicate outcomes to relevant leadership.
- Build and maintain relationships with local schools, colleges, and universities to support co-op, internship, seasonal, and future hiring employees.
Money
- Provide input to the development of the training and consulting budgets and monitor / report on related expenditures.
- Process invoices and monitor expenditures related to corporate training and professional development, including coordinating employee reimbursements and tracking for professional development.
Functional
- Recruitment and Retention:
- Partner with hiring managers to lead full-cycle recruitment, ensuring compliance with collective agreements, legislation, and internal policies.
- Post job opportunities and manage end-to-end hiring logistics with a focus on efficiency and candidate experience.
- Develop recruitment tools based on HR best practices together with knowledge of divisional needs.
- Collaborate with departments to align recruitment efforts with strategic workforce planning.
- Coordinate and deliver seamless onboarding and orientation experiences that set new hires up for success.
- Labour Relations:
- Support early-stage employee complaints and grievances through research and interpretation of collective agreements, comparators, and case law.
- Assist in collective bargaining, mediation, and arbitration by preparing documentation, conducting research, and offering strategic input.
- Resolve workplace conflicts by facilitating problem-solving and implementing resolution strategies.
- Advise leaders and staff on employee relations, performance management, and respectful workplace issues, ensuring policy and legal compliance.
- Conduct HR investigations in line with legislation and corporate policy, ensuring timely and thorough process management.
- Guide supervisors on performance coaching and development, and lead team facilitation sessions.
- Participate in Labour/Management and other committees.
- Support and monitor probationary reviews, performance discussions and pay progression timelines.
- Total Compensation:
- Administer and report on vacation entitlement, balances and carryover annually.
- Support the administration of statutory or group level leaves of absence (such as pregnancy/parental, caregiver, personal leaves, etc.).
- Prepare termination or retirement checklist and process items relating to benefits and pension, vacation/stats, exit questionnaire.
- Act as the liaison to employee questions about compensation and benefits.
- Health and Wellness:
- Assist with WSIB and non-occupational claims, including intake, tracking, and communication.
- Respond to general inquiries about health and safety policies, accommodations, and leave procedures.
- Maintain accurate records of training, incidents, and modified duties.
- Coordinate mandatory health and safety training and distribute wellness communications.
- Promote awareness of wellness initiatives, Employee and Family Assistance Programs (EFAP), and available mental health resources.
- Job Evaluation:
- Provide functional guidance and act as a subject matter expert in the job evaluation process providing governance through consistent application of the job evaluation tools, including serving as a resource to, the County’s job evaluation committees and implementing the approved changes.
- Collect appropriate job information prior to the job evaluation process; maintain updated factor analysis records.
- Conduct job analyses to determine scope of work including assessing and evaluating jobs to determine grade and market value for new positions, as well as requests for compensation, grade, and title changes prior to job evaluation committee review.
- Prepares written rationales to support decision making; relays and explains results to leadership and incumbents, including identifying and flagging any issues/concerns along with recommendations to successfully address issues.
- Training & Development:
- Identify training needs and support the research, design, develop, and facilitate training programs, virtual learning, and in-class training opportunities based on the corporate training plan.
- Assist employees and managers with professional development and learning plans.
- Coordinate external and internal training programs, including virtual and leadership training.
- Coordinate external training providers for in-house, external, and virtual courses/programs, including leadership training.
- Administer and maintain professional development applications, learning management systems, approval processes and follow-up through completion.
- Ensure logistical details for setting up rooms, duplicating materials, coordinating with instructors and other logistical details are carried out for each workshop, as needed. Assist in the development of preventative training and support measures (safety talks, discretionary training, blitz reviews, bulletins, and/or promotional material).
- Input and maintain accurate and confidential employee information to corporate software as well as track and report on logistics to identify trends or training needs (attendance, compliance, etc.).
- Administrative:
- Aid in developing and updating HR policies and procedures to support the net better off model.
- Review existing and forthcoming legislation to determine labour relations impacts and ensuring compliance with employment laws (labour standards, human rights, occupational health & safety, etc.).
- Liaise with other municipalities to stay informed on trends, best practices and collaborative opportunities.
- Maintain accurate personnel files and HRIS records.
- Assist in research and data analysis for decision making (e.g., turnover, absenteeism), collective bargaining, continuous improvement and report preparation.

Working Conditions
- Regular Business Hours: 8:30am to 4:30pm, Monday to Friday
- Occasional Over-Time: May be asked to work an evening or weekend on rare occasions to assist with student hiring, volunteer firefighters and to attend job fairs.
