Haldimand County’s 2026 budget preparations underway, survey launching November 12 to collect community input
Haldimand County is currently in the process of preparing its 2026 budget. A short survey has been developed and will be open from November 12 to December 3, 2025 to collect input on community priorities and help inform budget discussions and decisions.
Haldimand County’s budget preparations begin early in the year and all proposed projects and initiatives undergo several rounds of internal review before they are included in the budget document presented to Council. This internal review process ensures that the budget aligns with strategic priorities, operational plans and service delivery expectations, while adhering to established financial management principles.
Haldimand County’s budget is made up of three parts:
- Rate-Supported Budget (Water and Wastewater Budget) – December 4, 2025: pays for the annual operations of water and wastewater services and funds the replacement or rehabilitation of existing facilities and assets. It is funded solely by users.
- Capital Budget – February 5, 2026: pays for major assets and long-term investments like infrastructure, roads, bridges, parks and public facilities (including libraries, arenas and community centres).
- Operating Budget – February 12, 2026: pays for county services such as winter control, recreation programming, garbage collection, as well as day-to-day expenses like utilities, fuel, salaries, insurance.
Members of the public are encouraged to participate in the budget process by completing a brief survey and providing insight on community needs, priorities and local issues. Feedback received will be shared with Council and used to inform budget discussions and decisions. The survey link is available at www.haldimancounty.ca/budgets and will be open from November 12 until December 3, 2025.
Draft budget documents will be posted on the Budgets page of the Haldimand County website for public review approximately two weeks prior to the budget meeting. Members of the public who wish to address Council regarding the rate, capital or operating budgets may register as a delegate through the Clerk’s office to speak at a budget meeting.
