Haldimand County announces new CAO
Haldimand County Council is pleased to announce the appointment of Michael Di Lullo as its new Chief Administrative Officer (CAO), effective November 17, 2025.
This announcement follows an extensive candidate search and rigorous interview process coordinated by an external recruitment specialist with participation from a hiring committee and members of Council. Council was delegated authority by the mayor to make the final decision, and Di Lullo was chosen as the preferred candidate.
“Michael stood out from other applicants as a visionary, approachable, ethically grounded leader with a proven ability to build trust, foster collaboration, and navigate complex municipal challenges. Council is confident that Michael will guide us forward, help balance strategic growth with rural community values and be a champion for our people-focused organizational culture,” said Haldimand County Mayor Shelley Ann Bentley.
“Michael believes strongly that real change begins at the municipal level, where the majority of what impacts your life takes place. His deep understanding of municipal operations and the importance of community engagement will be invaluable as we continue to grow and serve our residents. Council looks forward to working closely with him to build a strong future for our community,” Bentley noted.
With over 20 years of experience in municipal governance, Di Lullo brings a wealth of knowledge, strategic insight, and a strong commitment to community service. Prior to joining Haldimand County, he served as Chief Administrative Officer for the municipality of Middlesex-Centre and has held several other senior roles at municipalities across Ontario.
As an Accredited Ontario Municipal Clerk and a Certified Municipal Manager, Di Lullo has actively participated in professional associations and served on numerous governance boards and committees, including (but not limited to) the Ontario Municipal Administrators Association (OMAA) where he currently serves as President, as well as Independent Electricity System Operator (IESO) Strategic Advisory Committee.
As CAO, Di Lullo will oversee the day-to-day operations of Haldimand County, provide guidance to staff, and support Council in implementing its vision and goals. All interim arrangements will remain in effect until he assumes his role officially on November 17.
