Position Summary

The GIS Technologist will undertake a variety of tasks to ensure accurate and detailed mapping and graphics information is available for staff in the division, department and other areas within the corporation as well as members of the public. The incumbent will develop digitalized mapping that provides a complete and accurate digital mapping information file. Lastly, they will ensure property zoning and Official Plan information is accurately portrayed within the computerized data base and is readily accessible to end users within the Municipality.

Qualifications, Knowledge, and Skills

Education

  • High School Grade 12 graduation plus an additional program of over two and up to three years, or equivalent (for example, GIS, Geomatics Technician, Urban and Planning Technician) 

Experience

  • Over two years, up to and including three years current related experience and orientation, training & adjustment on the job itself.

Or equivalent to the above 

Knowledge/Skills

  • Technical skills
  • Knowledge of legislation, regulations and corporate policies that impact the area of responsibility
  • Attention to detail
  • Ability to follow instructions; undertake research and respond to inquires
  • Good interpersonal skills to work with County staff and members of the public
  • Must possess a Valid Ontario Driver’s license and have access to a vehicle
  • Technology Aptitude
    • The incumbent must possess a combination of intermediate and advanced computer skills scored at 65% or higher Outlook and at least one of Word/Excel/PowerPoint to ensure their:
      • Proven ability to use desktop or department / division specific software packages on their own or combine information from different software packages to get the desired result
      • Solid understanding of the software to enable the incumbent to know the best tool to do the job efficiently.
      • Knowledge to utilize software to develop quality reports, professional looking presentations, publications and/or to develop complex spreadsheets for analysis or presentation of data (including use of formulae)

Responsibilities

The incumbent is responsible for, but not limited to:

Functional

  • Mapping
    • Implement a system to amalgamate existing data with the digital parcel fabric in order to provide a complete and accurate digital mapping information file to ensure property, zoning and Official Plan information is accurately portrayed within the computerized data base and is readily accessible to end users within the Municipality.
    • Produce maps of various sizes to aid County staff with daily workflow and / or special projects using GIS data.
    • Operate various types of machines/ equipment to reduce and enlarge maps.
    • Sell / provide maps to the public, when requested; to receive payment and issue receipts
    • Maintain map filing systems (computerized, mylars and hard copy)
    • Provide complete and accurate digital mapping information to ensure property zoning and Official plan information is accurately portrayed within the computerized data base and is readily accessible to end users
    • Prepare and design planning maps and special purpose maps including Ontario Municipal Board exhibits, zoning and official plan maps, severance maps and minor variance maps by receiving and obtaining the necessary land mapping information from various sources
  • Graphing and Drawing
    • Verify land ownership using assessment rolls and assessment listings.
    • Design and produce various types of charts, covers and graphs.
    • Create, edit and update digital drawing files.
    • Act as a resource and work in concert with other Departments in computerized graphic design, when and as required.
  • Project Management
    • Liaise with consultants where necessary and assist with the preparation of Requests For proposals, tenders and quotes relative to the procurement of consultant services
    • Act as a resource for the Division and Department for specific projects (for example, assessment of a Corporate GIS system, and implementation of the system for the Department if necessary).
