The Opportunity

This role plays a key part in advancing the organization’s strategic financial goals by providing trusted advisory support and coordinating effective financial planning. The position develops and monitors timely, accurate financial reports for staff, management, and Council, while supporting the integration of asset management, capital budgeting, and tangible capital asset (TCA) reporting to ensure legislative compliance. Working closely with departments, the role ensures clarity of financial responsibilities and completes detailed reconciliations to support accurate government funding. The position also contributes to accounting activities, including journal entries, reconciliations, year‑end financial statements, and the Financial Information Return (FIR).

Position Status: Temporary Full-Time (Approximately until April 30, 2027, with the possibility of extension)

Position Summary

Overall, this position plays an integral role by providing trusted advisory services to assist in meeting the overall organizational strategic financial goals. Additionally, this position coordinates financial planning activities including developing and monitoring effective, efficient and timely financial planning reports/ information for the usage of Staff, Management, and Council. Moreover, this position is involved in the operationalization and integration of asset management, capital budgeting, and tangible capital asset (TCA) reporting, to ensure compliance with applicable internal principles and legislated requirements. Works in collaboration with departments and divisions to ensure clear understanding of financial responsibilities. Completes a detailed reconciliation and comprehensive review of the data between asset management, capital budgeting, and tangible capital assets (TCA) to ensure compliance with legislation and ensure accurate government funding. For accounting purposes, the incumbent will assist in the preparation of journal entries, account analysis, reconciliation and working papers, as well as the preparation of year-end financial statements and the Financial Information Return (FIR), which includes tangible capital asset reporting.

Qualifications, Knowledge, and Skills

Education

  • Community College Diploma relative to the area of responsibility.
  • Special consideration will be given to applicants with:
    • Municipal Accounting Certificate 

Experience

  • Minimum 2 years of current related experience

Knowledge/Skills

  • Good understanding of municipal government, its operations and services.
  • Sound technical knowledge of financial principles and practices.
  • Knowledge of relevant Acts and Legislation governing the financial operations of municipal government.
  • Valid Ontario Driver’s License and access to a reliable vehicle.
  • Ability to multi-task and maintain focus despite continual interruptions throughout the day.
  • Good understanding of business processes and financial management methods.
  • Excellent verbal and written communication skills with the ability to report, explain, provide clarification, and persuade to gain approval.
  • Demonstrated initiative, and ability to make decisions involving multiple routine tasks, affecting department level.
  • Demonstrated ability to work independently referring only major problems to supervisor/managers.
  • Demonstrated ability to exercise significant discretion and sensitivity involving regular work with confidential information.
  • Proven ability to provide sound financial advice.
  • Demonstrated analytical and problem-solving skills involving occasional ingenuity, and minor refinement of procedures when necessary.

  • Technology Aptitude
    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed.
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint) 

Responsibilities

The incumbent is responsible for, but not limited to:

People

  • Offer technical guidance/consulting services to Management and Staff related to capital budgeting, asset management, and tangible capital asset (TCA) reporting.
  • Partnering with internal divisions and external consultants on the alignment of the asset management, capital budget, and TCA reporting.

Money/Asset

  • Support the Finance and Asset Management teams with detailed reconciliation and comprehensive review of asset data to ensure accuracy for asset management, capital budgeting, and tangible capital asset (TCA) reporting.
  • Assist in asset data standardization and developing practices and workflows in key areas for quality assurance and legislative reporting.

Functional

  • Budget Responsibilities:
    • Provide input to the development of appropriate Budget/Reporting Services policies, procedures and forms and provide/maintain capital project accounting and reporting. 
  • Year-End Responsibilities:
    • Assist in maintaining a Public Sector Accounting Board (PSAB) 3150 compliant asset accounting and reporting system, including related policies and procedures. 
  • Reporting Responsibilities:
    • Complete statutory financial reporting (i.e., Grandview Lodge, Land Ambulance) to ensure compliance with legislation and ensure accurate government funding.
    • Assist in the preparation of business plans, reports, and applications for grants, by interpreting and providing clarification on Ministry requirements to program staff.
    • Work closely with internal divisions and external reporting agents (i.e., MOH, OMAFFA) to coordinate and review grant submissions, reporting and expenditure tracking to ensure prompt receipt of grant monies.
  • Project Management Responsibilities:
    • Research and prepare/draft documentation for management staff on current projects, conditions, and issues, making recommendations as required.
    • May have to present information at public meetings, Council meetings, and staff meetings.
    • Monitor and control reservices/reserve funds and Trust funds, ensuring appropriate parties are aware of the status.
    • Ensure records of projects undertaken are current, accurate, and complete and that documentation is readily retrievable and updated.
    • Undertake various revenue and expenditure studies and/or analysis projects, as assigned (i.e., user fees)
