Position Summary
The incumbent will be responsible for various activities/tasks related to the County-wide Energy and Asset Management Programs. This includes, but is not limited to, data tracking, management and analysis of facility energy usage and/or asset data, as well as compliance with Ministry reporting requirements. They will coordinate various activities/tasks related to asset performance, condition, and risk assessments (e.g., building condition assessments), providing technical knowledge in these areas, in addition to building and component systems (e.g., HVAC, refrigeration plant) for capital construction, energy and asset management, and optimization purposes.
Moreover, they will support capital project procurement activities. They will also provide technical expertise on a wide range of facilities engineering projects, while monitoring and inspection of capital projects. The incumbent will also coordinate and be accountable for various activities and tasks relating to the construction of new County facilities or community amenities (various specialty parks, park pavilions etc.). Lastly, they will coordinate projects and consultant assignments, including contract administration.
Qualifications, Knowledge, and Skills
Education
- High School Graduation
- An additional program of over two and up to three years (Architectural or Construction Technology or Civil Engineering Technology)
- Special consideration will be given to applicants with:
- CET certification (OACETT member in good standing) is preferred.
Experience
- Over four years, up to and including five years, current related experience (including design, construction, energy management, asset management and building condition assessments) and orientation, training and adjustment on the job itself
Or equivalent to that combination
Knowledge/Skills
- Experience collecting, monitoring and reporting on energy consumption and physical asset data, including program management
- Experience completing building and component lifecycle assessments for asset management purposes would be preferred
- Ability to review/interpret building condition assessments
- Working knowledge of the following: Ontario Building Code; Ontario Fire Code; Electrical Safety Authority Standards; Occupational Health & Safety Act (specific to construction and asbestos regulations)
- Demonstrated estimating skills for facility capital renovation & capital projects
- Demonstrated financial management ability to develop and work within approved budgets and to recommend and/or take appropriate action to meet project budgets.
- Research, analytical, problem solving and decision-making skills to enable the assessment of issues/situations, develop options and make decisions necessary for the effective and efficient management of projects. Data management and analysis skills considered an asset.
- Proven ability to prepare, read and understand, technical drawings and specifications
- Demonstrated project management skills in accordance with current accepted principles and practices.
- Proven ability to manage detailed contracts and documentation
- Interpersonal skills to establish and maintain relations with others including County staff, peers within other organizations, consultants, contractors, agencies / organizations and the public and to resolve project-related complaints / disputes / issues.
- Communication skills (listening, writing, verbal) to provide clear direction to those impacted by, involved in/working on projects, to ensure solid understanding of work requirements, work guidelines and to encourage and sustain consensus building to make decisions.
- Time management / organization skills to identify priorities, re-arrange work if required to meet identified deadlines.
- Good understanding of municipal government, its operations and services.
- Sound technical knowledge of legislation, codes and regulations relative to the building and maintenance of various types of municipal facilities.
- Solid understanding of policies and legislation relative to responsibilities.
- Valid Ontario Driver’s license and access to a reliable vehicle.

- The incumbent must possess intermediate and advanced computer skills scored at 65% or higher for Outlook and at least one of Word/Excel/PowerPoint to ensure their:
- Proven ability to use desktop or department / division specific software packages on their own or combine information from different software packages to get the desired result,
- Solid understanding of the software to enable the incumbent to know the best tool to do the job efficiently,
- Knowledge to utilize software to develop quality reports, professional looking presentations, publications and/or to develop complex spreadsheets for analysis or presentation of data (including use of formulae).
- Specific experience in computer applications related to municipal engineering such as AutoCAD, Civil 3D, ArcGIS, and data management would be an asset.

Responsibilities
The incumbent is responsible for, but not limited to:
Corporate
- Provide effective public relations to sustain the positive image of Haldimand County including Class EA meetings, Public Information Centres and specific project meetings, etc.
- Practice effective public relations to sustain the positive image of the County.
People
- Provide positive leadership regarding customer service, peer relationships and personal conduct.
- Provide technical assistance to operational divisions such as tender and report preparation, regulatory processes and assessments that are broader than the expertise in that department/division.
- Provide technical assistance to external agencies, contractors and the public.
Functional
- Asset Management:
- Assist in the development, implementation and monitoring of comprehensive roof and other building and component assessment activities (e.g., building condition assessments) for County facilities.
- Review County standard drawings and provide recommendations for revision; develop new standards and specifications for the County.
- Co-ordinate the asbestos management program for all County facilities.
- Coordinate and / or conduct environmental sampling, testing and analysis services on various systems and equipment.
- Liaise with internal and external stakeholders to ensure departmental, Corporate and community needs are addressed effectively and promptly.
- Assist in the development and maintenance of energy and asset management documentation such as processes, procedures and policies.
- Coordinate undertake and/or complete various activities / tasks related to the County-wide Energy and Asset Management Programs including; research into industry standards and regulations, identifying funding sources and opportunities, populating and maintaining an effective energy usage tracking and/ or asset registry system and ensuring regulatory and public reporting requirements are met.
- Review, monitor and conduct site inspections of County facilities.
- Recordkeeping & Reports:
- Maintain technical documents for County facilities.
- Perform research / examination of codes, existing drawings, layouts and specifications, existing plant conditions and other pertinent information.
- Ensure that detailed records of projects and other work is maintained in an approved record management system that tracks all work carried out such that documentation is readily retrievable.
- Assist in the management of tenders and quotes, both those prepared by consultants, and those prepared by County staff, including the tendering process and tender award.
- Legislative Requirements:
- Ensure all works are undertaken and constructed to an appropriate standard and in compliance with applicable legislative and regulated requirements.
- Oversee remedial work on facilities deemed required by Health & Safety / Ministry of Labour.
- Coordinate and negotiate and / or work with staff of other County Departments, Contractors, Provincial.
- Ministries, Federal Departments, Conservation Authorities and other agencies as necessary ensuring clear understanding of the work to be completed and the processes and procedures to do so to result in cost-effective completion of all work.
- Ensure contractors and consultants understand and safely conduct work within applicable acts, regulations, approved County policies and procedures.
- Ensure a positive workplace free of intimidation and harassment.
- Project Management:
- Act as an in-house technical resource to the Manager and Project Managers with respect to various Division projects and activities.
- Prepare ACAD drawings and / or hand produced drawings for various projects including, but not limited to, new initiatives, accommodation needs, regulatory upgrades that require renovation / alteration of existing County facilities.
- Provide project support for the design and implementation of municipal infrastructure projects, through pre-engineering, design and construction administration.
- Assist the Project Manager in the management of consultants.
- Review consultants’ work from a technical perspective to ensure that their designs are complete and meet corporate standards and all terms of reference.
- Assist the Project Manager through preparation of payment certificates, co-ordinating quality assurance testing, field inspections and surveying.
- Assist with the development and up-dating of division procedure manuals relative to project administration and management.
- Ensure that divisional goals and objectives are always in consideration and achieved by consultants and contractors working on a project.
- Prepare and issue correspondence as required.
- Suggest improvements to existing procedures and prepare for review and approval of the Manager and Project Managers.
- Responsible for some financial responsibilities of assigned projects, including related reporting, documentation and preparing payment certificates.
