You will work across County divisions to propose and support corporate‑wide solutions to pressing cybersecurity challenges, including consensus building and training for internal and external groups. You will bring expertise not just in the technical realities of cybersecurity but also in staff and community expectations around usability. Position Summary

The Cybersecurity and Resilience Coordinator will work to seek out current practice, document procedures, and identify deficiencies in Haldimand Counties current cybersecurity posture. Further, the Cybersecurity and Resilience coordinator will work across Haldimand County divisions to propose and support implementations of corporate-wide solutions to pressing cybersecurity challenges which will include consensus building and training for both internal and external groups. This role requires expertise not just the with the technical realities of cybersecurity but also staff and community expectations around usability.
This role supports the strategic priorities of the Haldimand County 2025-2045 Strategic Plan, aligning with the Future ready, Healthy communities, and Good governance themes.

Qualifications, Knowledge, and Skills

Education

  • Post secondary degree / diploma in relevant area (Cybersecurity, Computer Science, Risk Management)
    • Due to the emergent and evolving nature of expertise in the cybersecurity space commensurate experience will be considered in place of formal post-secondary educational experience.

Experience

  • 5+ years of experience working in information technology security, policy development, or emergency management.

Knowledge/Skills

  • Technical acumen encompassing the ability to effectively understand, apply, and adapt technical knowledge and tools to accomplish tasks, solve problems, make informed decisions and drive innovation.
  • Knowledge of current and historical Cybersecurity threats to complex information systems and processes and procedures to mitigate them.
  • Ability to collect, analyze, and evaluate complex technical processes and propose changes with are informed by security and auditability of those process.
  • Ability to communicate complex technical concepts to a variety of users to ensure adoption and compliance which require both strong written and verbal communication skills.
  • Valid Ontario Drivers License and access to a reliable vehicle.
  • Excellent verbal and written communication skills with the ability to report, explain, provide clarification, and persuade to gain approval.
  • Demonstrated initiative, and ability to make decisions involving broadly defined work, affecting major functions.
  • Demonstrated ability to work independently referring only to major problems to supervisors/managers.
  • Demonstrated ability to exercise significant discretion and sensitivity involving regular work with confidential information.
  • Proven ability to make responsible purchases.
  • Demonstrated analytical and problem-solving skills involving regular ingenuity, and development of complex, new, and improved methods, procedures, systems, etc.

  • Excellent interpersonal skills including the ability to work effectively in a team environment and guide interdisciplinary team-based discussions to increase staff morale, team building and team spirit.
  • Technology Aptitude 
    • Demonstrated proficient computer skills to perform and troubleshoot common software performance and hardware issues on various technological devices while adhering to cybersecurity and leading best practices.
    • Advance knowledge of MS Office (Word, Excel, Outlook, PowerPoint)
    • Understanding of current software/solutions which enable effective scanning and auditing of technological systems.
    • Work flow and business process software experience (ie Visio).

Responsibilities

The incumbent is responsible for, but not limited to:

Corporate

  • Guarantees that corporate goals and objectives are always in consideration and achieved by those working on a project In particular that all process, procedures and policy work align with the Haldimand County Strategic Plan and the Haldimand County Corporate Digital Innovation Strategy.
  • Play a pivotal part in driving the development and implementation of IT Governance strategic goals and objectives for both the department and the broader corporation. Develop, implement, and propose improvements to program strategies, plans, policies, procedures and agreements that support the successful achievement of the Divisions’ defined goals and objectives.

People

  • Facilitates open communication and collaborates with multiple stakeholders, acting as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans.
  • Strong interpersonal skills to communicate effectively to a wide range of technical and non-technical staff.
  • Create a fulsome cybersecurity and resiliency training regime for a variety of Haldimand County audiences .(including office staff, operations staff, community groups, businesses, political leaders, and residents)
  • Facilitate regularly schedule cybersecurity exercises with Haldimand County staff.
  • Communicate changes to cybersecurity and resilience posture to appropriate groups as needed in language suitable for the target audience.

Money/Asset

  • Manages the change control procedure and ensures that project deliverables are completed within the agreed cost, timescale, and resource budgets are all signed off.  

Functional

  • IT Process and Procedures
    • Collect, document, and clearly communicate current and historical technology related processes and procedures as they relate to cybersecurity and corporate systems resiliency.
    • Analyse documented technology processes and procedures for missing, inconsistent, or ineffective approaches.
    • Propose changes to documented processes and procedures in alignment with leading practices in the cybersecurity and resiliency space including alignment with the Canadian Centre for Cybersecurity, the International Organization for Standardization, the National Institute of Standards and Technology, and other leading security standards organizations.
    • Work with technical staff to implement procedure changes based on new / augmented processes and procedures.
    • Active testing and auditing of success of implementation of new / augmented processes and procedures and report status’ to the Innovation & Technology governance committee.
    • Monitoring of cybersecurity and resiliency systems (such as SIEMs, endpoint detection, email detection, network threat detection, etc).
  •  IT Policy Development
    • Assess current technology policies for alignment with leading practices in the cybersecurity and resiliency space.
    •  Propose and develop new or augmented policies which align Haldimand County with leading practices in the cybersecurity and resiliency space.
    • Advise the extended leadership team of risk and user experience realities in order to inform policy development.
    • Advise technical staff on how IT practices can be informed by approved policies.
    • Audit success of implementations of new / augmented technology policies and report status’ to the Innovation & Technology governance committee.
  • Emergency Management
    • Work with the extended leadership group and the emergency management team to create procedures for responding to technology related emergencies which could occur at Haldimand County.
    • Work with the emergency management team to provide support in practices exercises which simulate cybersecurity situations such as breaches.
    • Audit success of implementations of emergency management exercises and report status’ to the Innovation & Technology governance committee.
  • Other duties as assigned.
