This is a permanent full-time role at Haldimand County, with an annual compensation range of $73,164 – $89,016


The Opportunity

As the Coordinator, Emergency Management / Fire Education, you will plan and oversee all aspects of the Corporate Emergency Management Program, including coordinating emergency and disaster response, reviewing and updating Haldimand County’s Emergency Response Plan, and preparing and delivering annual training and exercises. You will provide analysis and recommendations after real or simulated events, lead the Community Emergency Response Programs, and develop educational initiatives for Emergency Management and Fire Services. You will also manage social media communications for the Emergency Services Division - Fire, Paramedic, and Emergency Management - and serve as the County’s Emergency Information Officer in accordance with Provincial legislation.

Position Summary

Plan and implement all aspects of the Corporate Emergency Management Program, including; acting as communications, planning emergency and disaster response, reviewing and revising all aspects of the County’s Emergency Response Plan, emergency management annual training and exercise preparation and implementation, and providing analysis and recommendations for improvement following real or mock disasters and emergencies. Additionally, plan and coordinate all aspects of the Community/ Emergency Response Programs. As well as, plan and oversee the implementation of educational programs for Emergency Management and Fire, while posting social media communications for Emergency Services Division, including Fire Services, Paramedic Services and Emergency Management. Overall, play an integral role in acting as the County’s Emergency Information Officer as per Provincial Legislation. 

Qualifications, Knowledge, and Skills

Education

  • Community College Diploma relative to the area of responsibility completed within two academic years. 
  • Special consideration will be given to applicants with:
    • Certification in Post-Secondary Emergency Management training
    • Ability to obtain IMS100,200 and 300

Experience

  • Over 2 years and including 3 years of current related experience.
  • Special consideration will be given to applicants with:
    • Experience in Emergency Management

Knowledge/Skills

  • Good understanding of emergency management in the province of Ontario, emergency services operations and municipal services.
  • Media relations and press release development skills.
  • Knowledge of how the Budget process works.
  • A Valid Ontario Driver’s License (Class G) and access to a reliable vehicle.
  • Excellent verbal and written communication skills with the ability to report, explain, provide clarification, and persuade to gain approval.
  • Demonstrated initiative and ability to make decisions involving broadly defined work, affecting major functions.
  • Demonstrated ability to work independently with complex tasks requiring some supervision.
  • Demonstrated ability to exercise significant discretion and sensitivity involving occasional access to confidential data.
  • Proven ability to influence financial decisions, including authorizing discretionary expenditures.
  • Demonstrated analytical and problem-solving skills involving regular ingenuity, and development of complex, new, and improved methods, procedures and systems etc.

    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed..
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint)

Responsibilities

The incumbent is responsible for, but not limited to:

Corporate

  • Ensure understanding and safe conduct of work within applicable Acts, regulations, legislation, approved County policies and procedures.
  • Responsible for the development, implementation, monitoring and maintenance of appropriate policies and procedures for Haldimand’s Emergency Management Program.
  • Participate in Emergency Program Committee as lead.
  • Prepare to respond to Emergencies and complete assessments of County assets and areas during an emergency, 24/7.

People

  • Liaise with other municipal departments/ divisions, provincial and local agencies.
  • Coordinate work with other agencies, such as OPP, Office of the Solicitor General, Emergency Management Ontario, Health Unit, etc., and provide assistance with review and preparation for Emergency Plans, and programs to ensure compatibility with Haldimand County’s Program.

Timeline

  • Required to monitor Emergency Management Budget to ensure projects are on time and within set costs.

Functional

  • Policy/Procedure Development
    • Plan responses to emergencies and disasters in order to minimize risk to people and property.
    • Review and revise Emergency Response Program, as necessary.
    • Prepare, review, and revise the Continuity of Operations Plan, Evacuation Plans, Hazard Identification Risk Assessment (HIRA), and Critical Infrastructure assets.
    • Review emergency plans of individual organizations, Industry etc., i.e., Health Units, to ensure their adequacy.
    • Contribute to the development of appropriate policies and procedures, and emergency management training modules, as required.
    • Assist with the application of legislation and regulations relevant to the Division, including
      • Emergency Management policies and procedures,
      • County by-laws respecting Emergency Management Program,
      • Provincial statuses and regulations respecting Emergency Management and Civil Protection Act. 
  • Program Administration
    • Assist in completing all aspects of the Emergency Management Program for certification annually.
    • Coordinate the use and sharing of resources and equipment within the community to assist in emergency response.
    • Prepare and ensure EOCs (Primary & Alternate) are equipped and functioning, which may involve being a reference for the control group outside of business hours.
  • Training/Education
    • Organize emergency management training programs, and exercises for staff, outside agencies, volunteers, and other first responders, which are meant to test components of the Emergency Response Plan to ensure compliance.
    • Plan educational programs for both Emergency Management and Fire.
    • Present innovative and effective fire and life safety education programs to the public.
  • Emergency Management
    • Act as communications coordinator during emergencies. Prepare all internal and external communications, including flood warnings, emergency detours, road closures, etc.
    • Work as the County’s Emergency Information Officer to ensure all media releases during a declared Emergency are prepared and directed to proper contacts.
    • Act as communications lead for Emergency Preparedness, Fire Prevention, and Paramedic Services. Work with Fire Prevention and Deputy Paramedic Chiefs to ensure proper communications.
    • Act as alternate Emergency Information Officer, requiring “on-call” responsibilities be available 24/7 when acting in the EIO role.
    • Prepare and analyze damage assessments following disasters or emergencies.
  • Analysis and Reporting
    • Prepare with GIS staff, mapping for flood mapping,  vulnerable occupancies and Critical Infrastructure.
    • Apply for provincial or federal funding for emergency management responses, mitigation and report on progress and conduct operational planning.
    • Research and prepare/draft documentation on current projects, conditions, and issues; make recommendations if/as required; present information at public or other meetings.
    • Prepare reports to the appropriate government ministry, Including annual compliance with Emergency Management Ontario.
