Grade: 13

Wage Range Annually: $127,327 - $154,918

Position Status: Permanent full-time

Position Summary

Provide the vision and leadership required for the management of quality public library services in accordance with both the Public Libraries Act and the objectives, policies, and plans approved by the Haldimand County Public Library Board. Coordinate and manage the Haldimand County library system; serve as the official representative of the Library at County Council, and actively participate as a member of the Haldimand County Leadership Team. 

Qualifications, Knowledge, and Skills

Education

  • University Degree relative to the area of responsibility
  • Special consideration will be given to applicants with:
    • Masters in Library Science 

Experience

  • Over 5 and including 7 years of current related experience
  • Special consideration will be given to applicants with:
    • 10 years’ experience in a professional library environment with management experience

Knowledge/Skills

  • Sound understanding and application of the Public Libraries Act
  • Knowledge and appreciation of the Municipal political process
  • Thorough knowledge of budgeting principles and practices
  • A Valid Ontario Drivers License and access to a reliable vehicle
  • Excellent verbal and written communication skills with the ability to communicate strategically and provide resolutions if necessary to handle significant contacts with long-term impacts
  • Demonstrated initiative, and ability to make decisions involving long term strategic policies
  • Demonstrated ability to work independently within broader policies, and measured by results
  • Demonstrated ability to exercise significant discretion and sensitivity involving occasional access to confidential data
  • Proven ability to manage/oversee budget
  • Demonstrated analytical and problem-solving skills involving refining established ideas and/or programs of a complex nature requiring ingenuity and creativity on own efforts
  • Demonstrated capability to manage staff within division
  • Organizational skills with considerable attention to detail to avoid errors and ability to meet deadlines
  • Excellent interpersonal skills including the ability to work effectively in a team environment and guide interdisciplinary team-based discussions to increase staff morale, team building, collaboration, and community pride, including managing conflict and emergencies using tact, diplomacy, empathy, and conflict resolution skills to resolve issues
  • Technology Aptitude
    • Demonstrated intermediate computer skills to utilize various technological devices and programs while adhering to cybersecurity and best practices are followed
    • Intermediate knowledge of MS Office (Word, Excel, Outlook, PowerPoint)
    • Computer proficiency in in an industry-standard ILS (Integrated Library System) e.g. SirsiDynix Symphony, Polaris, Sierra, Atriuum, Koha, Evergreen, etc. 

Responsibilities

The incumbent is responsible for, but not limited to:

Corporate

  • Reporting through the Haldimand County Library Board, oversee all human, financial, physical and technological aspects of the Haldimand County Library
  • Plan and direct a program of library service that meets the immediate and long-range goals of the Haldimand County Library Board and the community
  • Develop, recommend, implement and monitor policies that meet the goals and objectives of the library and the needs of the community for library services and facilities

People

  • Provide advice and expertise, serving as advisor to the Haldimand County Public Library Board
  • Establish and maintain human resources management practices for the library
  • Apply sound human resource management practices (recruitment, employee development and performance management) in accordance with established policies and with input from Haldimand County’s Human Resources Division
  • Oversee the direction of all employees within the HCPL Authority to discipline, including dismissal of staff in accordance with provincial and federal legislation and with input from Haldimand County’s Human Resources Division
  • Engage community groups and external stakeholders, as necessary, to support library programs, respond to concerns and focus on continuous improvements

Money/Asset

  • Develop, review and approve the library’s operating and capital budgets for submission to the Senior Management team, and for both the Haldimand County Library Board and County Council approval.
  • Monitor and take appropriate actions to ensure adherence to the approved budget taking corrective action(s) where necessary.
  • Ensure implementation of budget within parameters set by Council
  • Investigate options and seek out additional sources of funding where possible

Functional

  • Library Services Management
    • Design, organize, direct and evaluate library programs and services and allocate resources to ensure the effective and efficient operation of all branches within the system
    • Proactively develop and be responsible for the library collection
    • Co-ordinate an ongoing public relations program to inform the public about the library and its services
    • Maintain awareness of legislation affecting public libraries
  • Library Facilities Management
    • Plan for capital renewal and expansion in coordination with various County Divisions
    • Work with the Facilities and Parks Operations Division to maintain existing facilities to ensure they meet legislated requirements and the needs of the community
  • Role with Haldimand County Library Board
    • Attend all board meetings and shall have the other powers and duties that the board assigns from time to time
    • Perform the duties of Secretary to the Board in accordance with the current Public Libraries Act, that being conducting the Board’s official correspondence and ensuring minutes of every meeting of the Board
    • Serve as a signing officer of the Board

Working Conditions

  • Regular Business Hours: Monday to Friday (8:30am-4:30pm)
  • Extended hours may be required at times.
