Background
Prior to the development of the HCCDIS, Innovation & Technology Services had not undertaken a comprehensive review of the organization's long-term technology and digital service needs. Recognizing the importance of aligning technology investments with corporate priorities, Haldimand County launched a formal strategy development process in 2024.
Following a competitive procurement process, Perry Group Consulting was retained to support the development of the strategy. Through stakeholder engagement, research, interviews and workshops, a 5-year roadmap was created to guide the County's digital transformation journey.
The strategy is organized around 3 strategic focus areas:
- Technology
- Data
- People
Implementation is being advanced through three progressive phases:
- Building - Strengthening technology foundations and modernizing core systems
- Exploring - Advancing digital readiness, integration and data governance
- Inspiring - Enhancing customer experiences, innovation and advanced digital services
Supporting initiatives related to organizational change, training, GIS, collaboration, and change management help enable success across all phases.
Current status
Council endorsed the HCCDIS in principle through Report ITS-04-2025, providing strategic direction for implementation and future technology planning.
The strategy is currently in its second year of implementation. Key initiatives underway include:
- Electronic Document and Records Management System (EDRMS) implementation
- SharePoint migration and collaboration improvements
- Customer Relationship Management (CRM) readiness assessment
- Enterprise Resource Planning (ERP) modernization planning

Implementation of individual initiatives continues to be supported through business cases, resource planning and corporate collaboration across departments.

- ERP replacement and implementation planning
- Enhanced cybersecurity, risk management and organizational resilience initiatives
- Customer experience and digital service enhancements
- Continued development of data governance and analytics capabilities
Successful implementation will require ongoing investment in technology, organizational change management, staff training and appropriate internal and external resources to support long-term modernization objectives.
