Service Disruption: Canada Post labour disruption impacts
Canada Post and its employee union, the Canadian Union of Postal Workers (CUPW), are currently negotiating a new agreement and postal service has been discontinued for the present time.

Information and impacts
While Haldimand County will be unable to deliver invoices to customers via mail, you are still responsible to make bill payments for any outstanding Haldimand County property tax arrears, Accounts Receivable invoices and Haldimand County Water and Wastewater bills. To avoid late payment charges or the risk of your payment being delayed due to undelivered mail, please choose an alternate method of payment.
For customers and property owners
The County continues to offer the following ways to pay:
- Pre-Authorized Payment Plans
- Financial Institution (online banking)
- For Property Taxes, the payee is Haldimand County – Property Taxes. The account number is your 19-digit roll number found on your tax bill, entered without periods or dashes.
- For Accounts Receivable, the payee is Haldimand County – Accounts Rec. The account number is your customer account number found on the top of your invoice or statement.
- Visa Debit/Mastercard Debit/Credit Card payments online through Paymentus (service fee applies).
- In person at the Haldimand County Administration Building (55 Thorburn Street South, Cayuga) during regular business hours (8:30 a.m. to 4:30 p.m.) or after hours in the building’s secure drop box off of Chippewa St.
Property Tax Bills
Property owners are still required to make payments by scheduled tax due dates. Annual property tax bills are sent in February and July and due dates are the last business days of March, May, August, and October. The County is exploring alternate solutions to delivering property tax bills if the labour dispute continues for an extended period of time. We strongly encourage property owners to sign up for eBilling to monitor their property tax account and to prevent delayed bills and payments. If you have received a property assessment notice or a post roll amended notice from MPAC and have not received an associated property tax bill from the County yet, a supplementary tax bill will be sent through an alternate delivery method. The due dates for this year’s supplementary tax bills will be January 31st, 2025 & March 31st, 2025.
Water and Wastewater Bills
Haldimand County will be utilizing an automated messaging service to communicate any current billed amounts via phone call.
If you do not receive a phone call, we kindly ask that you continue to make payments as usual. During this time, please use your previous billing amount as an average to guide your payments.
To ensure timely payments on your Water and Wastewater account, we encourage you to consider one of the following convenient payment options:
- Sign up for a pre-authorized payment plan.
- Make payment at your financial institution; in person at a teller, using an automated banking machine or by online payment services. The correct payee is: Haldimand County Water & Wastewater.
You can locate your Haldimand County Water & Wastewater account number at the top or bottom of your most recent invoice. If you’re a new customer and require your account number, please feel free to contact our Customer Service team directly at 1-844-361-1871.
For Accounts Payable Vendors
During the Canada Post service disruption, customers will be able to pick up their cheques at the Haldimand County Administration Building by pre-arrangement only. Following the resumption of mail delivery, all cheques will be mailed as usual. Contact Accounts Payable to make arrangements.
For vendors who wish to ensure that their payment is received during a potential Canada Post Service disruption, we offer efficient EFT payment. It’s easy to enroll online.
Cheques will be available for pick up by pre-arrangement under extenuating circumstances only.
